i <br /> Board of Selectmen Page Six <br /> Regular Meeting <br /> Wednesday, January 7 , 1986 <br /> willing to host such a. meeting. we would like a, representative of the <br /> Town to be present such. as Selectmen or Mr. Virgilio" . <br /> It was agreed that Mr e Goebeil would contact the various <br /> persons to set up a. mutually agreeable date and time for such meeting <br /> and will inform the Board of Selectmen of that scheduled meeting. <br /> Transfer of Alcoho.l�.c ey e License from Rotary <br /> z uors of Mas-hpee ,_ Inc . to Southcape Liquors of Mashpee., Inc . Mr. <br /> Murphy stated that this hearing was continued to this date to allow <br /> the proposed new licensee to provide a ceruif .ca. e of ircorpoa.to . <br /> The certificate has not been received by the Board nor was a, represent- <br /> ative <br /> epresent-a.tive present. It was unanimously agreed to continue the. hearing -t o <br /> January 14, 1987. <br /> 3o DPW - Snow and ice rules and r e ula.tion . In a memo- <br /> randum dated December, 19 , ' 1986 , Mr. Virgilio stated that some private <br /> roadways and association have not conformed with the rules and regu- <br /> lations set forth November 16 , 1984 and further that all did re.ceive <br /> a copy of the sane letter early in the Fall. A list of the delinquent <br /> parties was attached, He stated that conformation is so important , in <br /> the main, because of the extremely _ig cost of snow and ice removal. <br /> He suggested that roads belonging to non.-cooperative parties will be <br /> plowed in daylight hours only to ensure the safe operation of equipment. <br /> He noted that this could mean that snow would be packed on the surface <br /> and a good plow job will be impossible . He said, ti e also publish i <br /> the newspapers . " Mrs . Thom.s poil','ited out that about 70% of those o <br /> the list are rela.tl,vel new developments and perhaps they don' t under- <br /> stand. - Mr. Virgilio said that t here is also extreme danger to personal <br /> property if plowing is done at right and the rules and regulations have <br /> not been adhered to. He also said that the TownBy-law states that <br /> vehicles left parked on the street can be legitimately removed by the <br /> DPW during snow and ice rfpoval operations . So far ,- they have not re- <br /> moved <br /> e-coved any vehicles. Mrs irgilio is looking for approval not to plow <br /> immediately, any roads or area.s where the rules and regulations have <br /> not been complied with. The DPW would give prior notice in the Town <br /> of this policy, Mr. Murphy stated that he strongly opposed this sug- <br /> gestion as those people who are not represented by an association would <br /> be very badly hurt since they probably will not have received any letter <br /> or any notification. He proposed that letters be sent to these indi- <br /> i vidua.ls , noting that such an under-taking would be major. He also said <br /> that by the time these residents can respond by getting an association <br /> -together, the winter hazard season would be over. Gere Tarr of John's <br /> Pond, noted that in that area it was staked as requested by the DPW and <br /> in a short period of time , .. {.- a�-iy of the stakes we re removed parti- <br /> cularly by youngsters , the area no longer complied with the rules and <br /> regulations . He said, "It's not always only a. matter of not trying to <br /> comply, there are frequently a lot of factors in the situation" . It was <br /> agreed that the DPW would have to "muddle through" this year and start <br /> notifying and inspecting for compliance early on next year. It was <br />
