As.you know, all financial records have been provided to the Selectmen and we are aware of no <br /> other non-town agency tliat has.received CPC funds that has been required to submit to an audit <br /> by the town. Regardless, the board voted unanimously to approve a financial audit by the town <br /> subject to the fallowing terms and agreement; <br /> • A written legal opinion from Mashpee town council specifically stating the town's legal <br /> authority to audit housing authority financial records. <br /> • A written Scope of Services from the: audit company acceptable to the housing authority, <br /> to be.approved by the Executive Director. <br /> • The Town of Mashpee would pay for the cost of the audit.. <br /> • Thi'Town of Mashpee would rehnbuNe the Mashpee Housing Authority for all of its <br /> costs, including staff time, related to the audit." <br /> The Chair then opened up the subject for discussion. <br /> Mr,Ilalpern stated that MFIA board members don't even have access to this information, <br /> pointing out that the Executive Director abides by the confidentiality laws. <br /> The Chair stated he was willing to prepare a presentation on behalf of the housing authority if <br /> metrnberS are agrecable to that. There has been a_lot of turmoil over this situation and an M.O.U. <br /> would solve it. <br /> Jill Allen asked if any other towns are having such difficulty with their selectmen over this <br /> pro rani. The Executive Director stated none that she was aware of'. Ms. Allen stated that Nve <br /> have always been willing to be transparent and.accountable but we cannot break the law. <br /> Richard Halpern suggested that only the Chair and Executive Director attend the meeting�N6th <br /> the Selectmen. 1-le stated he totally supports the.Chair making a presentation on their behalf. <br /> 'rhe Chair stated that if we can work out an agreement that al l parties understand then we can. <br /> move. forward. lie then asked Ms. Allen to assume the chair position, which she did. Tran <br /> Laporte then stated that this has been going on way too long and we now have a situation <br /> between individuals that does not benefit anyone. We want to do what's right for the citizens_ of <br /> Mashpee and the clients.that we represent. 11'an M.O.U. is cstablishcd, the agreement would <br /> allow us to disseminate confidential information to the town employee named in the M.O.U. Ile <br /> stated we should move forward.and make ail agreement that everyone can be happy with. Ms. <br /> Allen then handed back the chairmanship to Mr. Laporte. <br /> Jill Allen stated that the chair has her full support. We need to put this to an end:. <br /> Kevin Shackett and Lisa Pena agreed and offered their full support to the chair. <br /> The Chair stated that as soon as ail M.O.U. could. be negotiated and signed, the MI-1A board will <br /> direct the Executive Director to comply with it and disseminate personal information to the <br /> person named in the M.O.U.
