The appointed tine having arrived, the Chair read for the record the public hearing notice. Mr. <br /> Fudala reported that it eras initially continued due to concerns expressed by the Building <br /> Department and Fire Department regarding the need for a parking space layout plan and <br /> certification of the adequacy of the sprinkler system. lir. Bornstein was present and reported <br /> that, following the meeting, he submitted a stamped letter to the Fire Department from the <br /> sprinkler engineer stating that the system was in compliance and would exceed the spec at a ratio <br /> of :1. Planning Board memberslead no comment as they were awaiting the Fire Department's <br /> review and receipt of requested documentation. The Chair inquired whether there were <br /> provisions in the Special Permit that would limit the amount of fuel allowed in the building. Mr. <br /> Bornstein responded that he was advised that it would be safer to beep fuel in the car rather than <br /> n empty tank. Nor. Bornstein further stated that the facility, located in an industrial zone, was <br /> intended as a more intensive mixed-use facility than it was currently beim utilized. At present, <br /> the building was used.for storage only, with extensive security and only one full-time employee <br /> and one part-time employee. Mr. Fudala stated that one-of the uses was wholesale/storage in <br /> roofed structure but that Mr. Bornstein wished to acid sale or rental use, though safety concerns <br /> had been expressed through the Plan Review process. <br /> Mr. Bornstein explained the prod of storing the cars at the facility, noting that car storage <br /> could change every 3, 6 or 8 months. As a service cars are listed on their website and they serve <br /> as a broker, at the request of the car owner. A license is needed in order to serve as a <br /> commission broker. The Chair inquired whether vehicles would be chiven and Mr. Bornstein <br /> confirmed that they would not be driven and that his-staffwould connecting buyers with the <br /> owners of the car. Steve Hyde, manager of the facility, indicated that 120 cars were stored at the <br /> ultra-secure location, and a ph ized that it was not a typical car buying experience. In <br /> addition, Mr. Hyde stated that cars could not be touched and that they would exchange <br /> paperwork only. 11r. Hyde encouraged the Board to tour the fwility. <br /> Mr. Fudala referenced the parsing plan submitted at the last meets ng, showing a typical 1 ox 1 <br /> parking space, though spaces on the plan shored less Than 1 ox 15, while 1 Ox2O was the <br /> requirement. Mr. Fudala further noted#.hat the measurements were not-accurate since the <br /> building was 60 feet wide and alleyways were needed for safety reasons. Mr. Hyde offered to <br /> provide whatever the Board wanted for the plan, Mr. Bornstein responded that the space could <br /> accommodate o ours, but-would only be stoning proximately l 1 5 cars and emphasized that <br /> the building-could be accessed by 17 overhead garage doors. Mr. Bornstein stated that the plan <br /> provided ars idea and that the FireAM- ent could inspect the facility. Ms. waygan <br /> emphasized the need for a plan with the correct dimensions. Mr. Bornstein stated that the plan <br /> would always be changing because the cars cane in different sues, Mr. Hyde reported that <br /> Captain Costello visited the site and had no cornpla nts. Mr. Fudala stated that clear access ways <br /> had been requested and that the dimensions did not up. Mr. Bornstein emphasized that there <br /> were 18 doors on each side. The Chair stated that an wturate plan was needed and requested <br /> feedback from the Fire Department. <br /> Deputy Fire Chief John Phelan stated that a list requestM more information'had been forwarded <br /> to Mr. Boms ein in July, much of which had been addressed. However, outstanding questions <br /> remained regarding the plan not being to scale, adding that the bay dogs could not be counted as <br /> a main egress. Additionally, the Fire Department was awaiting additional information regarding <br />
