• <br /> Mr. Lyons made a motion to pay. Mr. Gurnee seconded the motion. All voted <br /> unanimously. The warrant was signed by the Commissioners. <br /> Lombardo Billing for$390-The fee was from attendance at the May meeting and would be <br /> withdrawn from the special account. <br /> Mr. Lyons made a notion to pay. 1r. Gurnee seconded the motion. All voted <br /> unanimously. The warrant was signed by the Commissioners. <br /> Falmouth Issues-A packet regarding the eco-toilet was provided to Comnfissioners. Ajoint <br /> meeting to discuss the waquoit Bay report may be scheduled in the future. <br /> Barnstable Issues No report <br /> Sandwich Issues—Some wastewater planning has occurred. Mr. Gobell reported that treatment <br /> cost options had been discussed in Sandwich, dealing with increased loads above the baseline. <br /> l r. Gobell stated that it did not address the Intermunicipal baseline loads that were being <br /> discussed. <br /> Intermunicipal Issues <br /> -County Funded Inter-Municipal MOU Negotiations-Chairman Fudala reported that a draft <br /> copy of the MOU for Popponesset Bay was located in Commissioners" packets. The information <br /> was shared with Sandwich, Barnstable and Mashpee. Mr. Gobell referenced Table 1 and its <br /> representation of everything and not specifically-a town's share of wastewater. The Chair asked <br /> that Mr. Homes double-check the figures and referenced the fair share approach. <br /> Report on Cape Cod Commission Cape-Wide wastewater Plein-The Chair included gree <br /> articles regarding the issue. <br /> Activity Report from Sewer Commission Administrator <br /> -October 22-23 Wastewater Management Conference-Mr. Lowes reported that the EFA was <br /> supportive about soft solutions such a shellfish, dredging, natural attenuation, lake restoration <br /> and cranberry bog alterations, low cost Mural restorations that would remove nitrogen. It was <br /> noted that ConsCom would be restoring the Quashnet bogs, y4ith plans to create a trout river. <br /> -Other Meetings and Activities <br /> -NIMR wastewater options Study-Ar. Gobell reported that MAM was meeting with town <br /> neighbors and'exploring the possibility of making the base more economically viable through the <br /> offering of a variety of utilities, such as wastewater. Mr. Gobell described three different. <br /> scenarios including base owned, contractor owned or municipality owned_ Where may be some <br /> capacity available for town neighbors to utilize. Where was discussion about the availability o <br /> capacity and leasing and the possibility of building a new punt.
