The preliminary site plan is complete, pending <br /> discussions with public safety, public works, health and regulatory departments, and <br /> ready for submission to Site/Plan review. <br /> TRAFFIC IMPACT: <br /> The openings of other Adult-Use facilities have resulted in some significant issues <br /> relative to traffic management. Triple M has put a great deal of thought into <br /> developing a plan to avoid such issues in Mashpee and will work with the Mashpee <br /> Police Department to further develop and execute a plan to mitigate major traffic issues. <br /> Based on our experience in opening the Medical RMD and observations from the <br /> openings in other communities, a plan encompassing six vital elements has been <br /> crafted: (1) Scheduled appointments; (2) Pre-Orders; (3)Ample Parking; (4) <br /> Traffic/Parking Personnel; (5) Vehicular Traffic Management;and, (6) Patron Traffic <br /> Management within the Dispensary. <br /> Scheduled Appointments: Triple M will institute a "soft opening" policy, a <br /> modification of what was successfully used for the opening of the Medical RMD. <br /> initially, patrons will be required to have an appointment during a defined block of <br /> time. The number of patrons scheduled for each time block will be determined by the <br /> number of parking spaces available as well as by the number of patrons who can be <br /> reasonably accommodated. By limiting the number of patrons per time block, vehicular <br /> traffic will be limited to the number of parking spaces available and how efficiently the <br /> spaces turn over. The traffic queue lane, which will accommodate up to 25 vehicles, <br /> will serve as a safety valve for any unanticipated backup. Vehicles without an <br /> appointment will not be permitted to queue and any line of traffic should be contained <br /> to the Triple M Echo Road location. Over time and an consultation with the Mashpee <br /> Police Department, scheduled appointments will be modified (and in time eliminated) as <br /> determined by the dispensary's historical and projected trends. <br /> Pre-Orders: By utilizing the 'Leafly' and other mobile apps (think Dunkin Donuts On-the- <br /> Go), Triple M's Adult-Use patrons will be able to pre-order. Patrons with pre-orders <br /> will share an expedited entry lane and designated parking spaces with Medical patients <br /> and they will be able to pick up their order at an express pick-up kiosk within the <br /> dispensary. Triple M has found at the Medical RMD, that being able to efficiently move <br /> patients through the educational and purchasing process results in a consistent <br /> turnover of parking spaces and plans to utilize a similar model with the Adult-Use <br /> Dispensary. Pre-ordering will be encouraged for experienced patrons as it is a key <br /> element in readily moving customers through the purchasing procedure. <br />
