6 <br /> Board of Selectmen <br /> Minutes <br /> November 13, 2017 <br /> NEW BUSINESS <br /> Discussion and Approval of 40B Housing.Letters: <br /> Correspondence was received from the Affordable Housing Committee dated November 8, 2017 <br /> relative to a preliminary proposal from Charles Tuttle for Main Street Village, Phase II on behalf of the <br /> developer Southside Realty Trust requesting support of a comprehensive permit under Chapter 40B to <br /> be included in its application to the Zoning Board of Appeals. <br /> The letter also included notification of an additional request for a letter of support from Habitat for <br /> Humanity of Cape Cod for three home ownership units proposed to be constructed on DeGrass Road <br /> and Great Neck Road North(2). Funding is being sought from the Community Preservation <br /> Committee. <br /> In its advisory role to the Board of Selectmen,the Affordable Housing Committee has requested consent <br /> from the Board of Selectmen prior to the issuance of support letters. <br /> In considering this request,the Board of Selectmen agreed to further clarify outstanding matters with the <br /> Affordable Housing Committee. <br /> Motion made by Selectman Cotton to table this topic at this time. <br /> Motion seconded by Selectman Cahalane. <br /> VOTE: Unanimous. 5-0. <br /> Roll Call Vote: <br /> Selectman O'Hara,yes Selectman Cotton,yes Selectman Sherman,yes <br /> Selectman Cahalane,yes Selectman Gottlieb,yes Opposed, none <br /> Discussion and Approval of Popponesset Bay Inter-municipal Agreement: <br /> The Board of Selectmen reviewed the Popponesset Bay Watershed Permitting pursuant to the <br /> Massachusetts Clean Waters Act Inter-municipal Agreement between the Towns of Barnstable, <br /> Mashpee and Sandwich. Additional communication was received from the Cape Cod Commission <br /> (CCC) dated November 3, 2017 with respect to this regard. As noted by the CCC, the commitment of <br /> the three towns to nitrogen allocations, an application for a watershed permit, and the incorporation <br /> of approved Comprehensive Wastewater Management Plans and or Targeted Watershed Management <br /> Plans are consistent with the 208 Plan Update. <br /> Rodney C. Collins, Town Manager requested the Board approve the Popponesset Bay Inter-rnunicipal <br /> Agreement, and authorize the Tow Manager to execute this document conditioned the Town of <br /> Barnstable and Town of Sandwich vote to accept the Agreement and that the Town's Water and Sewer <br /> Commissions authorize this Agreement by unanimous vote. The final document has been approved by <br /> Tow Counsel to form. <br />
