If the building is <br /> not moved, a sign in a traditional Native American style may be used to better identify <br /> the museum. If the property is moved, a walkway would be constructed from the new <br /> location to a new museum facility behind it. <br /> 0 Foliage needs to be maintained and the property landscaped. Responsibility for <br /> 4 <br /> maintenance of the site must be determined. <br /> ; r <br /> 0 The feasibility of keeping the existing renovated Avant House portion of the Museum <br /> open during the construction of the addition should be determined. <br /> i An analysis of the property shows that the surrounding land to the west and south is <br /> owned by the State Division of Fisheries and wildlif e. If the expansion has to be in the <br /> rear, this agency would have to be contacted and brought into the planning- process. <br /> Preliminary site plan analysis shows another 1,250 square foot facility could be placed <br /> directly behind the existing facility. However, any back yard area, such as the one <br /> exists today, may be lost. The other boundaries are Route 130 to the north and <br /> Mashpee River to the east. <br /> • Currently almost half this parcel is a concrete parking lot. A parking needs <br /> assessment should be conducted to see if all of this space is needed. If not, the ' <br /> expansion project should consider building east onto portion of this parking lot. The <br /> parking lot could then be redesigned. A smaller parking lot exists across the street by <br /> the Mill Pond, which potentially could serve as overflow parking as needed. Even if <br /> all that parking is needed, there does appear to be some room between the parking lot <br /> and the existing facility, so building east should not be ruled out. <br /> Projected Needs in Buildout <br /> The ultimate goal is to have a museum with long-term educational value. This project <br /> should ensure that a true representation of the Native American people and their <br /> traditional ways of life are presented to all who make their way into Mashpee. It is the <br /> wampanoag presence that make this area a special and unique place, and their heritage <br /> g <br /> should be preserved through time. <br /> By buildout normal maintenance will be needed to the renovation project. A space needs <br /> assessment study should be done as well. If it reveals that more space is needed than this <br /> property can handle, perhaps some functions (e.g. a research area, computers and/or <br /> certain documents) could be integrated with the Archives facility. The Route 130 area <br /> should be maintained as the Native American center. <br /> Fiscal Capabilities <br /> The Town was able torovide the $15,000 for the museum study, How much it will be <br /> p Y <br /> able to provide the actual construction of Phase I and II is uncertain, due to the constraints <br /> Of using general property tax dollars for capital projects. Bonding should be considered, <br /> to fund some portion of recommended improvements. other fiscal options include the <br /> Potential grant sources from organizations listed in the Archives section above. <br /> Also the Tribal council could top g sources into rant designed for Native Americans. The <br /> g <br /> Council has applied for status as a federally recognized tribe. This recognition, if granted, <br /> Could provide another source of income to help finance construction. <br /> 19 <br />
