He said he paid for it at the time and it <br /> was stamped by the Town Clerk. <br /> Tom Fudala said the Board of Health denied it . Mr. Doyle said hb would <br /> like it to go on record that the issue was raised about the Board of <br /> Health by the Town Planner that they had received the plan. Ms . Stone <br /> said the Town Planner is not a member of the Board. <br /> Mr. Marsters moved to notify the owner that the plan was not submitted <br /> properly prior to the town meeting and therefore doesn't conform with <br /> current zoning requirements . Mr. Jonas seconded and all voted in favor. <br /> Mr. Dubin said he 's going to write a letter to Town Counsel and put them <br /> on the agenda for March 6. <br /> Mr. Govoni came before 'the Board requesting a zoning change for his <br /> business on Rte . 151 & Brickyard Rd. He said commercial was voted in <br /> 1972 to Brickyard Rd . , eliminating his site , but the building was operating <br /> then as commercial. <br /> The Board informed him they couldn't initiate it as it has to be the <br /> owner. They told him to hire an attorney to draft an article , get a <br /> plot plan and map. He wouldn't need the signatures as he 's the owner® <br /> Then the Board will have to hold a public hearing and make a recommendation <br /> on town meeting floor. They felt he would have time to submit it for <br /> the special town meeting held prior the the annual. <br /> Petitioner: Philip Boudreau <br /> Submitted by: Frank Whiting <br /> Type of Plan: Approval Not Required <br /> Location: <br /> Fee : <br /> Mr. Whiting submitted the plan to the Town Clerk on February 4. The <br /> Board informed him that it wasn't a proper submission, this was the first <br /> time the Board saw it . Mr. Rowley pointed out it would have to be <br /> signed simultaneously by Sandwich . <br />
