4 <br /> Board of Selectmen <br /> Minutes <br /> March 25, 2019 <br /> APPOINTMENTS & HEARINGS <br /> Public Comment: (continued) <br /> Tim Leedham, Mashpee Neck Marina indicated he submitted communication to the Barnstable <br /> County Commissioners regarding the scheduled dredging that has not occurred. Mr. Leedham <br /> stated it is troubling the project is not on schedule. It was explained at low tide, a large percentage <br /> of boats in the 50' class will run aground. This is a serious safety issue. Mr. Leedham offered <br /> assistance to rectify this condition. <br /> Andrew Gregory McKelvey, 11 Menemsha Road indicated he is a member of the Finance <br /> Committee and has several issues of concern. In particular,the marijuana dispensary topic <br /> discussed at the last Selectmen's meeting. The Board of Selectmen was in receipt of a memo from <br /> the regulatory review committee that was not read into the record, and there was no <br /> recommendation as to the siting of the facility. The Board of Selectmen in their review spent 13 <br /> minutes discussing this issue. The dispensary, Triple M was decided upon with little time <br /> discussing the other applicants. Selectman O'Hara was noted to be the sole Selectman to have <br /> brought up an additional applicant for consideration. In concern, Mr. McKelvey indicated the <br /> Triple M establishment was shut down for 5 weeks. This should have been a red flag during the <br /> review. If the facility was closed by the state, what pesticide were they using, and for how long? <br /> Mr. McKelvey asked if the contaminants went into the wastewater, and if there is a guarantee the <br /> facility will not use the pesticide again. There is a lot of interest in the revenue, but traffic, <br /> proposed for 300 vehicles per day on Route 130 is an issue of concern. Mr. McKelvey <br /> recommended that a traffic study be conducted. And further,that all the people who applied for <br /> the license should be interviewed. <br /> In the matter of wastewater Mr. McKelvey related concern with the long term costs, and <br /> identifying the real numbers. Many citizens are on fixed income and many do not realize what a <br /> debt exclusion is. Mr. McKelvey recommended the Town continue to reach out to Joint Base <br /> Cape Cod as an alternative and to conserve spending. <br /> Regarding the dredge, Mr. McKelvey indicated he is in agreement the Popponesset Approach <br /> Channel should be dredged for public safety. And lastly, Mr. McKelvey commented in support of <br /> siting a cell tower in South Mashpee for public safety. <br /> 4 <br />
