Minutes of Meeting of
Design Review Committee
Held Tuesday, May 7, 2019
Mashpee Town Hall Waquoit Meeting Room
This location is in the C-3 which is the Lighting District Overlay placed over the 1-1 and C-3 district.
Light industry is placed in the use table that fall under proposed uses. Coffee roasting itself is an
allowed use in the 1-1 District, but the light industry encompasses the use proposed which is going
to be a whiskey or beer distillery, and coffee roasting which are allowed uses in the Light Industrial
District, and the C-3 Zoning District. This particular application will be forwarded to the Planning
Board for a Special Permit which has not been submitted yet.
Bill Blaisdell asked Evan if he was looking for Design Review to confirm that they agree with the
placement of the sign, and the building design. Evan said that a report from Design Review for new
construction is a requirement under the Planning Board Special Permit regulations,so he is looking
for an advisory opinion for all of the aspects of an application that is under the prevue of the
committee.
Jan reviewed the plan with the committee stating that the East Elevation drawing will be facing Rte.
130. The part of building that faces Evergreen Circle will have dormers, windows to break up the
massing so it doesn't look like a warehouse. The front will be inviting to patrons with a"barn" look.
Charlie asked about the pavilion structure. Jan said that it will be an open structure with just a roof
that is similar to the structure at Heritage Park. It will be mainly used to provide shade and rain
coverage, and to extend the outside seating. It will match the colors of the main building.
Miles said he likes the design of the building, but would like to see the actual color swatches. He
would like to know what the materials will be used for the pavilion. Miles commented on the north
elevation rendering. He likes the, roof over the deck and said it looks inviting, but would like the
section next to the main entrance to depict more of a dynamic flow. Miles wanted to know the use
of the seven windows on the side of the building. He would like to see these windows changed to
be more proportionate along that wall.
Evan said he agrees with Miles. He thinks maybe a painted sign on the building, or maybe a mid-
century metal sign to create a modern appeal or some landscaping features, (this is the side facing
Evergreen).
Charlie said that the Planning Board will get the minutes of this meeting, so they will review all
comments.
Bill Blaisdell said as one member, he has no objection to some kind of a creative painting or
landscape mitigation, or a combination of the two.
Jan said that the purpose of the windows is to bring light into the manufacturing, and to add a more
esthetic look to the building. The reason they are higher up the wall is because there is shelving for
the processing and storage of supplies.
Miles asked about landscape lighting, and if there will be fixtures placed on the building. Jan said
there will be some lighting for safety, but will not be intrusive. There will be recessed lighting under
the porch, and parking lot lighting for safety.
Evan made a suggestion to the committee that any light needs to be contained within the parcel.
2
