MINUTES December 3 , 1992 8 BOARD OF HEALTH Mr, Ball motioned to grant a variance from the regula- tion which requires 41 of naturally occurring permeable soil with the stipulation the Building Inspector address the grad- ing and drainage issue on the Cloran property and a Health Agent witness soils at the time of excavation, Mr. Doherty seconded, all agreed. (The proposed leaching facility may be referenced on revised plans drawn by Holmes & McGrath dated December 2, 1992. APPOINTMENT: Kathleen Dawkins - Illegal dumping Ms, Dawkins was in attendance for this scheduled ap- pointment. Mr. McQuaid informed Hoard members this office received a complaint regarding illegal dumping off Meetinghouse Road.. "Upon site inspection of the area household trash was found with Ms. Dawkins name on it. " "Subsequently, I notified Ms. Dawkins in writing of the illegal dumping incident and re- quested her attendance at an upcoming meeting. " "She failed to appear at which time this Board directed me to issue a $300,00 citation. "Shortly thereafter, she contacted this office and relayed she was not responsible for the illegal dumping but had hired a handyman to remove some trash from her residence, " "I.- recommended, to Ms. Dawkins -that she at- lip tend this meeting 'and provide the Hoard .with -a receipt or the individuals name and phone number.
