•
a conventional 3 house lot subidivision comparable for this
particular location , could be expected to produce 430
vehicle trips a day . The increased vehicle trips per day
are not expected to impact any surrounding intersection in a
way that would increase its level of service . All nearby
interesections are at level of service A, and will continue
at that level of service .
Regarding water quality , Mrs . Greenberg of Bryant ' s Neck
summarized DEQE recommendations that there is tremendous
dissolved oxygen on the bottom of Santuit Pond , a tremendous
amount of growth around the edges and a serious problem
with the Pond . She went on to state that DEQE feels that the
Pond should be restored rather than preventing more
deterioration . Mrs . Greenberg introdicad a stud;: done by KV
Associates ( given to the Board) - concluding that the total
extent of the plan development exceeds the critical
phosphorous loading for the Pond under both low flow and
high flow conditions , and that the nutrient loading
calculations indicate that great care needs to be taken with
regard to the development of Santuit Pond. She went on to
sight high road run off loadings, and mentioned that the
report sights the Otis sewage problem about this same type
of issue at Santuit Pond Mrs . Greenberg stated that
Bryant ' s Neck residents are not specifically concerned about
the Beachwood Point project , but they are concerned with the
impact of all the development on the Pond.
Arlene Wilson , a consultant to the developer .addressed Mrs .
Greenberg' s comments , stating that she had tried to obtain
n studies done at the Pond, and though not in touch with Mrs
Greenberg , had been in direct contact with her consultant ,
and that as of Monday at noon , her consultant Mated that he
had not been retained nor was he doing .a water quality
analysis of the Pond. Ms . Wilson said that she has obtained
a full report from Mr . Richard McVoy of DEQE who is project
manager for Clean Lakes on Cape Cod . Mr . McVay conveyed that
he received a single sample for Pond and that the data on a
single sample is really insufficient in the overall
analysis , and he recommends that additional sampling should
be done . Ms . Wilson also spoke w i th Jack Dixon of Fish
Wildlife Office , and found that Santuit Pond had been
visually inspected in 1982 and at that time was found to be
in good condition .
Further , Ms . Wilson addressed Dr . Kerfoot ' s analysis that
septic systems within 300 feet of the pond have a high
probability of contributing phosphates to the pond - t.his
based on house lot development within 300 feet of the pond
using 3 persons per• residence on a single family lot .
Beer_hwood Point has only eight housing units , with septic
systems within 300 feet of Santuit Pond. Ms. Wilson
contends that population densities are 1ower for this type
of development and .•o used 1 . 6 persons per unit , and
