MA 02649 <br /> PLANNING BOARD MINUTES OCTOBER 2, 1985 PAGE 3 <br /> Public Hearing continued - Applicant: Richardson Jonas <br /> For the purpose of this continuation, Mr. Jonas abstained. Since Mr. Rowley <br /> was now in attendance, Mr. .Dubin re-opened this hearing and explained to Mr. <br /> Rowley that they had discussed adding a notation that Coombs Road would not be <br /> obstructed. Mr. William Warwick discussed the engineering comments. He said <br /> they would be taken care of and he would supply data on pero test. YX. Dubin <br /> asked if there were any public comments. There was no response. Mr. Warwick <br /> said he would add the notation that dirt roads would not be obstructed. Mr. <br /> Collins moved to approve the plan subject to a notation regarding dirt roads <br /> not being obstructed and supplying of engineering data. 'Kr. Ferragano seconded <br /> the motion and the Board voted unanimously in favor. The plan was scheduled to <br /> be signed at the November 6 meeting. <br /> Public Hearing continued - Applicant: Steve Zaglakas <br /> Mr. Dubin re-opened this hearing and explained to Mr. Rowley that they had gone <br /> over the zoning issue and that the one unresolved issue is adequacy of open <br /> Ta.ce and whether there should be one lot adjacent to the road, preferably in <br /> the area of the cranberry bog, dedicated to open space. Mr. Rowley' s engineering <br /> comments were discussed. The plan shows 23 lots; under the zoning, only 22 are <br /> allowed. Mr. Gilmore said that they would like lot #14 taken out as it would <br /> appease the abutters and reduce density. Mr. Dubin would like to see more open <br /> space. Discussion on engineering comments. They will be taken care of. Mr. <br /> Dubin then called for public comments. There was no response. It was discussed <br /> that the dead-end road is longer than 800 feet. Mr. Gilmore proposed to eliminate <br /> lots ;1�5 and .114 to provide open space. Mr.. Dubin asked for the name of the road. <br /> It is Vista Circle. Mr. Dubin stated that they would not sign the plan until it <br /> had gotten approval from the Board of Appeals. Mr. Collins moved to approve the <br /> plan subject to engineering revisions, deletion of lots Y5 and #14, the road <br /> waiver, and contingent upon obtaining Board of Appeals approval prior to the <br /> Planning Board signing the plan; also the change in the zoning district. Mr. <br /> Jonas seconded the motion and the Board voted unanimously in favor. <br /> Public Hearing: Lebel-Sollows Development Corp. <br /> North side of Santuit Pond, off Santuit Pond Road <br /> Special permit for a 68-unit multi-family development <br /> For the purpose of this hearing, Mr. Jonas abstained. Mr. Kevin Kirrane, <br /> representing Lebel-Sollows Development Corp., is requesting a special permit <br /> for a 68-unit multi-family development. There was a discussion on water quality. <br /> Arlene Wilson of Cape Survey Consultants said that the water quality is good. <br /> The president of Briant' s Neck Association, Suzanne Greenburg, presented a letter <br /> showing two studies on the pond. The letter stated that phosphate levels in the <br />
