Dubin : Did you say 24 units on 3 acres for your elderly housing'-,' <br /> TV, Murphy: Yes , First of all I would like to point out the HousinL <br /> Atuhority and any housing they would construct under this is exempt <br /> from local zoning laws . They have an exemption from local zoning ordi-- <br /> nances on this . The housing that they construct are essentially apart- <br /> ments much smaller than you would customarily see constructed in com- <br /> mercial developments and the agreement with the Fields Point Corporation <br /> that should they provide the water for that housing complex, then they <br /> would deed at least 3 acres to the Housing Authority . This would not <br /> go to town meeting because it would be a donation to the Authority which <br /> is a separate municipal entity. If for some reason the Fields Point <br /> Corporation was unable to provide water, then at that point the site <br /> would include not less than 5 acres . As part of the agreement with <br /> Fields Point Corporation it 's the intention of the corporation and the <br /> town to have water provided by the water company to the library as well <br /> as the police and fire stations . <br /> Mr . Dubin: 24 units on 3 acres , is it advisable? <br /> Mr . Murphy: The only thing T can tell you about that is we 've had dis- <br /> cussions with the architect with the, state agency that the practical <br /> matter is the siting factor of it and the state agency felt an acre or <br /> an acre and a half would be sufficient . We articulated the position <br /> that in a community of this nature that that size lot for 24 unit; was <br /> inappropriate . <br /> Mr. Dubin: That sounds inappropriate to me . That 's the only part of <br /> the package that sounds unappealing. <br /> IV_Turiphy: Well I would also tell you that there are a couple of other <br /> aspects of housing selection when you 're dealing with publically subsi- <br /> dized housing for the elderly, Probably the first criteria thatis used <br /> is the distance from a commercial center. The concern is that it should <br /> be in walking distance , Then we start looking at the land area avail- <br /> able to town property to the commercial for the community. There are <br /> not that many parcels within walking distance . Certainly elderly <br /> citizens trying to wall around the rotary T think would be a great peril . <br /> 4econd of interest of the overall site requirement is that the location <br />
