They should be paid by tomorrow. <br /> Mrs. Botsford presented the board with the Fiscal Year PMR(Property Management Review) <br /> conducted recently by DHCD. Mrs. Botsford reminded the board that this was a publishing year <br /> which means that our report, as well as any response we have, will be published on the internet. <br /> The whole report was reviewed with the board. It was noted that the report was an excellent one, <br /> showing "no findings"in all but two cases. One "operational guidance"was because a quarterly <br /> report got submitted late to DHCD. The second item marked"Corrective Action" was related to <br /> a bookkeeping entry done by the fee accountant, which was corrected in time,but the PMR still <br /> shows it. A suggested response, as drafted by the fee accountant, would be: "When posting <br /> GASB75, which replaced GASB45, expenses that were incurred prior to the inception of the <br /> current fiscal year being reported,7/l/2018, were classified as "Prior Year Adjustments" <br /> $67,241. Since DHCD does not have an account for "Prior Year Adjustments",the fee <br /> accountant reported this amount on Account#4590, Other General Expense. In the submission <br /> of the year-end report on the ANUEL Subsidy Calculation page under LHA Comments we <br /> clearly stated where the 67,241 was being reported. Reports were filed in late August prior to <br /> the due date. When the fee accountant learned that the PMR review did not take into . <br /> consideration the 4590 account he asked DHCD to revert the report on 9/23/19 and he moved the <br /> amount to an account that was utilized in the PMR calculation of Net Income/Revenue. This <br /> was completed prior to the PMR review. The review was completed and neither the LHA <br /> comment on the original nor the revised submission was taken into consideration."A motion <br /> was made by Jill Allen and seconded by Lisa Meizinger to approve the response as <br /> presented and send it to DHCD. The motion carried unanimously. Mrs. Botsford will <br /> submit it. <br /> Mrs. Botsford informed the board that the move was a challenge, but we are almost settled in. <br /> New computers were installed and there were a few minor glitches,but we're back up and <br /> running. New software will be started in December with PHA-web. Mrs. Botsford explained <br /> how much more efficient work will be for everyone. <br /> Since the MOU with the town was signed,Ms. Gail Wilson, Director of Mashpee Human <br /> Services, has been in touch to start a review of Housing Assistance Program files. Mrs. Botsford <br /> explained that we first have to get releases fiom all participants now that we know she will be <br /> reviewing the files and a confidentiality agreement will also need to be signed with Ms. Wilson. <br /> It was agreed that after that happens, Carol Mitchell will set up an appointment for Ms. Wilson <br /> to come and review files. <br /> Mrs. Botsford mentioned that the annual review of Asher's Path by MHIC (Mass Housing <br /> Investment Corp)was completed with no findings. A copy of the report was offered to <br /> members. <br /> Mrs. Botsford submitted the grant application to DHCD for the Resident Services Coordinator. <br /> We don't expect to hear about it until next year,but Mrs. Botsford is optimistic. <br /> Page 2 of 4 <br />
