Botsford reported to the board that they may notice that some checks were out of order. This is
due to the fact that the new package of checks was opened, and she started to use them before the
old ones were,by mistake. Mrs. Botsford reported that we have rents paid in full for most
developments. One at Homeyer Village hasn't paid (14 Day Notice to Quit), one at GCC has a
small balance, and one at Breezy Acres hasn't paid(30 Day Notice to Quit already issued). We
are 100% occupied at Asher's Path, Homeyer Village and Great Cove Community. Right now,
we still have one vacancy at Breezy Acres. CHAMP continues to be a huge nightmare.
A motion was made by Richard Halpern and seconded by Kevin Shackett to accept the
Treasurer's Report as presented. The motion carried unanimously.
EXECUTIVE DIRECTOR'S REPORT & UPDATES: Mrs. Botsford reported that with the
emergence of the Corona Virus, she attended a teleconference today with DPH commissioner
and 451 other housing authority and shelter directors. Large gatherings are being cancelled in
community rooms and some meeting being cancelled. Mrs. Botsford stated that we are still
waiting for more guidance from DHCD but there may need to be some administrative decisions
made soon about operations. A motion was made by Kevin Shackett and seconded by
Richard Halpern to give the Executive Director authority to make decisions regarding
operations at the housing authority offices without prior board approval. The motion
carried unanimously.
Mrs. Botsford gave the board and updated on MassNAHRO and, in particular, the lawsuit
against DHCD with regards to Executive Directors Contracts. She also informed the board that
the MassNAHRO board voted to cancel the spring conference, due to the Corona Virus outbreak.
The new legislation regarding tenant board members is currently in house ways and means.
Mrs. Botsford reported that all management contracts are going well. Brewster and Carver both
have huge capital jobs starting this spring, so things are getting very busy. We are in planning
phases for both of them with over $1,000,000 in funding.
Mrs. Botsford reported that the Asher's Path audit draft was released with no findings. Once
MHIC finishes its review, it will go final and Mrs. Botsford can request distributions from
MassHousing. Mrs. Botsford reminded the board that there are about 3 years left in the
compliance period at Asher's Path.
Mrs. Botsford reported that MassHousing's annual Asset Management Review is scheduled to
take place on March 17.
Mrs. Botsford reported that a new requirement from DHCD—the Annual Plan—will soon be
implemented by DHCD. Annual Plan training coming up at end of month and Mrs. Botsford
will attend.
Mrs. Botsford reported that the Affirmative Fair Housing Marketing Plan(AFHMP) was updated
for both GCC and Asher's Path.
