Minutes of Meeting of <br /> Design Review Committee <br /> Tuesday, February 4, 2020 <br /> Mashpee Town Hall-Waquoit Meeting Room <br /> Miles asked if each bay would be heated. Raul said that the front office will have heating <br /> and other amenities. The contractor bays will have some piping for the irrigation system. <br /> He didn't have that information with him. <br /> Miles was not impressed with the 125 ft. flat wall of the building. Raul said that the two <br /> sides of the building are facing the other buildings and are not visible from the street. <br /> Jonathan asked if this building was reviewed by the Cape Cod Commission because it's <br /> under 10,000 sq.ft. Raul said it was not reviewed by the Cape Cod Commission.The Town <br /> of Mashpee adopted one of the recommended guidelines from the Cape Cod Commission <br /> as part of the overlay industrial zoning and the CP district. The building located at 11 <br /> Evergreen (Best Buy Beverage)is an example with one side facing.the street and the other <br /> side facing the abutting building. The other building is 29 Echo Road. <br /> Jonathan asked Evan if he was in favor of the Cape Cod Commission (CCC) guidelines. <br /> He said; yes, because he wrote it. Evan was present to discuss Zoning with the Design <br /> Review Committee, and the properties in the C-3 district shall conform with the CC <br /> Commission guidelines.He said that the Design Review Committee should take a vote that <br /> they do conform and that they recommend these guidelines to the ZBA. Evan told the <br /> committee that there are projects on Evergreen Circle that are following the CCC <br /> guidelines. <br /> Jonathan wanted to know if the guidelines were consistent with the building design. Evan <br /> said they are generally consistent. He said that some mitigation could be done along the <br /> blank architectural walls but he doesn't think those interventions need be dimensional in <br /> nature. There could be exterior treatments such as landscaping and material changes. <br /> Charlie said in the future he would like to see detailed drawings depicting awnings, <br /> wainscoting, etc. He read-aloud the bylaw §174-48 Design Review Committee. That the <br /> Committee is to advise eitherthe Building Inspector, Planning or Zoning Boards on matters <br /> of architectural and design concerns; site planning, building placement, building size, <br /> design compatibility,etc. He said that this project shows the parking right up to the property <br /> line on one side. Raul said that the paving already exists, and the applicant will get a letter <br /> of no opposition for the Zoning Board application. There's no setbacks on the parking. <br /> Raul said the proposed limit of work will have hay bales or straw socks along the existing <br /> fence.The back has a row of evergreens,and the limit of work will be inside the row of the <br /> evergreens. The entire site is crushed stone and gravel. There will be vegetation from the <br /> existing fence all the way to the front of the development with the proposed landscape <br /> gravel. The east side is paved and the developer is allowing the Water Department to use <br /> that section of the property. <br /> Joe Callan made a motion to recommend approval of 89 Industrial Drive with proposed <br /> landscaping on both sides of each contractor bay to break up the visual expanse of the <br /> 125 ft. wall. <br /> Jon seconded. Jon polled the committee.All were in favor. <br /> Evan made a suggestion that if the Zoning Board approves the project at the ZBA meeting, <br /> they should identify a finding that the Design Review Committee found this project is <br /> generally consistent with the Cape Cod Commission site guidelines. <br /> 2 <br />
