<br /> To see if the Town will authorize the Board of Selectmen to enter into long-term leases, licenses,
<br /> agreements, or other contractual agreements'on behalf of the Town, subject to such terms and
<br /> conditions as the Selectmen shall deem to be in the best iinteresit of the Town, for all or a portion
<br /> of the Town-owned real properties identified as the Kenneth C. Coombs School, the Qua,shnet
<br /> School, and Mas,hpee Middle-High School for the purposes of developing, sponsoring,
<br /> administering, installing, operating, and maintaining, solar photovoltaic energy systems and
<br /> supplying solar energy, and further to aiuthorize the Board of Selectmen and Town Manager to
<br /> take such actions as may be necessary under Massachusetts law to effectuate said agreements;
<br /> or take any other action in relating thereto.

<br /> To see if the Town gill vote to raise, appropriate or transfer from available funds the sum of
<br /> $150,,000 for the update of the Town's Local l Comprehensive Plain, and to act fully thereon, or take
<br /> any other action relating thereto.
<br /> Explanation:The Local Comprehensive Plan (LCP)was adopted, in 1998 and has not been updated
<br /> since its adoption. The LCP iis written to be consistent with the Caipe Cod Commission Regional
<br /> Policy Plan, wh,ich has recently been updated. The LCP is required to be updated every 5 years.
<br /> The LCP also serves as the Master Plan for the Town pursuant to MGL c.41A, Section 81D 'Such
<br /> plan shall be a statement,through text, mapis, illustrations, or other forms of communication,that
<br /> is designed to provide a basis for decision making regarding the long-term physical development
<br /> of the municipality. The comprehensive plan shall be internally consistent in its plolicies,, forecasts
<br /> and standards, and shall include the, following elements-," Growth and development goals and
<br /> policies statement-, land use plan- Housing; Economic Development; Natural a,nd Cultural
<br /> Resources; Open Space and Recreation; Services and facilities, Transportation, and,
<br /> Implementation program. The plan, serves as a guide to future development and needs of
<br /> Mashpee and it also assists the Torn with, potential grant opportunities.

<br /> To see if the Town will vote to upgrade the position of part-time Clerk, Grade 2 of the Personnel
<br /> Administration Plan (P.A.P.) to that of an Administrative Secretary, SEIL), Grade IV, Step 1, in the
<br /> Town Clerk's Office and to increase the hours from 19 hours, per week to 37.5 hours per week,
<br /> and to raise and appropriate or transfer from available funds,the sum of$57,,989, with said funds
<br /> to be distributed as foillows-, Town Clerk's Administrative Salary Account; $23,57"; Medical
<br /> Insurance Account, $25,272 Group, Life Insurance Account, $35-1 $342 to the Medicare Account;
<br /> and $8,7`65 to the Pension Reserve Account, or take any other action relating thereto.
