12 <br /> Board of Selectmen <br /> Minutes <br /> March 2, 2020 <br /> Discussion and Approval of the Following: Fire Suppression Inspection and Service; Transfer Station Gate Fees <br /> for Mattresses: Department of Public Works Director Catherine Laurent: (continued) <br /> DPW Director Catherine Laurent recommended the mattress fee at the Transfer Station be increased from $12 per <br /> mattress to $15 per mattress. The proposed fee is less or equal to what is charged by other communities. It was <br /> noted the Town of Falmouth charges $20, Barnstable $30 and Yarmouth $15. In 2019 a total of 1,340 mattresses <br /> were recycled at the Transfer Station. As per the Selectmen's policy fees at the Transfer Station should cover the <br /> cost to recycle the particular item. <br /> Motion made by Selectman Cotton to increase the Mattress Disposal Fee to $15 per mattress. <br /> Motion seconded by Selectman O'Hara. <br /> VOTE: Unanimous. 5-0. <br /> Roll Call Vote: <br /> Selectman Gottlieb,yes Selectman Cotton,yes Selectman O'Hara,yes <br /> Selectman Sherman,yes Selectman Weeden,yes Opposed, none <br /> COMMUNICATIONS & CORRESPONDENCE <br /> Solid Waste Disposal: Barnstable County has been coordinating efforts with the 15 Cape towns to regionally <br /> transport solid waste. The Cape Cod Commission is also exploring options for disposal. <br /> OLD BUSINESS <br /> Discussion and Approval of FY 2021 Transfer Station Sticker Fees (Continued from February 10, 2020): <br /> At the last meeting the Board of Selectmen reviewed the proposed increase of the FY2021 Transfer Sticker Fees, <br /> and agreed to table the matter to the March 2, 2020 meeting. After taking the matter under advisement, the Board <br /> of Selectmen agreed to re-visit the fees imposed by the Director of Public Works. <br /> As per the instruction of the Board of Selectmen, fees for the operation of the Transfer Station would ultimately <br /> be funded 100% by the users. Over the past few years, fees have gradually increased. Sticker fees are the <br /> primary source of revenue. <br /> It is recommended the Is' Household Sticker be increased from $150 to $200. The Recycling Permit is proposed <br /> to be increased from $30 to $35, and the Single Trip Pass is recommended to be increased from $15 to $20. The <br /> Bag Fee is recommended at $3 for more than (5) 40-gallon bags. Without any changes, the tax subsidy will <br /> increase to approximately 22% in FY21. <br /> Discussion followed with respect to the burden to the taxpayer when the Town is beginning its wastewater <br /> program. Costs to offset the increase were considered. It was suggested that whatever funds may be available, be <br /> considered for use to offset the fee structure. <br /> Motion made by Selectman Cotton to increase the lst Household Sticker to $175, all other costs would <br /> remain the same. <br /> Motion seconded by Selectman Gottlieb. <br /> VOTE: 1-4.
