DIRECTOR OF NATURAL RESOURCES-JOB DESCRIPTION <br /> NATURAL RESOURCES DEPARTMENT <br /> TOWN OF, MASH PEE, MASSACHUSETTS <br /> SUMMARY <br /> The purpose of this position is to manage and oversee all activities relating to the Harbormaster, <br /> Shellfish Constable, and all other employees assigned to the Department of Natural Resources <br /> including but not limited to staff outlined in "supervision given." The Director performs highly <br /> professional and administrative functions associated with the management and operations of <br /> waterways and shellfish resources, and enforcement of applicable state laws, Town bylaws, and <br /> regulations established by proper authority. The Director must be able to perform the general <br /> functions of the Harbormaster and Shellfish Constable. Performs varied duties which require the <br /> exercise of considerable judgment and initiative in the planning and implementation of <br /> programs, enforcement of laws, and communication with local organizations and the general <br /> public. Responsible for coordinating corrective actions necessary to protect tidal areas and <br /> adjacent wetlands, including advising and communicating with other officials with jurisdiction <br /> regarding such conditions and. activities. Oversees water quality monitoring programs and <br /> ensures effective administration of same to protect resources. Responsible for management <br /> effectiveness and operational efficiency of all areas under his/her direction and control. <br /> SUPERVISION <br /> Su e�rvisiqn Received: S/he works under the direction of the Town Manager, following <br /> established rules, regulations,,policies and procedures. <br /> Su ervision Given: Required to supervise and manage the following: Harbormaster, Assistant <br /> Harbormasters, Shellfish Constable, Deputy Shellfish Constables, and Waterway Assistants. <br /> Recommends hiring, retention, discipline, or termination as necessary. <br /> JOB ENVIRONMENT <br /> Work is performed in the office, sub-station office or in the field, during all seasonal weather <br /> conditions, with exposure to variable and often unpleasant weather conditions. The weather <br /> conditions may be uncomfortably hot or cold. Periodically,the person in this position is subjected <br /> to stress of other individuals and the volume and/or rapidity with which tasks must be <br /> accomplished. Requires continuous concentration and composure during emergencies and/or <br /> high volume periods; some work may be performed in court. Seasonal activity requires unusual <br /> and restricted scheduling and availability for call-in during emergency situations. <br /> Makes frequent contacts regarding water safety, rescue, enforcement, shellfish status, and <br /> similar topics with Town., state, county and federal agencies, including but not limited to: <br /> Conservation Department., Police Department, Fire Department,, Environmental Police and U.S. <br /> Coast Guard. Makes frequent contacts with volunteer organizations to coordinate shellfish and <br /> waterways management and regulatory activities, and informs the general public about <br />
