To see if the Town will instruct the Select- men to appoint an Inlandwaters Safety Committee of not less than four or more than six persons to study the needs for, and to prepare rules and regulations effective by May 31, 1961, pertaining to the speed of, prohibited areas, non- restricted areas and lights upon outboard motor boats and inboard motor boats upon the waters that are used jointly by fishermen, bathers, boaters, water skiers and skin divers (SCUBA). Said rules and regulations being designed to protect persons and property, and to promote safety upon the inland waters in the town at all times of day and night, for the mutual interest, protection and benefit of all users.
