121 <br />After attending various preliminary meetings and tour- <br />ing several vocational high schools, we definitely recom- <br />mend for the sake of our youth that the Town of Mashpee <br />join wholeheartedly in the regional district to establish a <br />vocational school in the Cape Cod Canal area in order to <br />prepare our non -college bound students for future employ- <br />ment by providing them with an opportunity to learn a trade <br />or technical skill. <br />State education department experts and our committee <br />agreed upon constructing a school with a capacity of 500 stu- <br />dents at a cost of approximately $1,600.000.00. The cost per <br />pupil will be close to $300.00 net which compares to $500.00 <br />per pupil at the high school level. We definitely feel voca- <br />tional education is our only hope inasmuch as college is be- <br />coming more and more an unreality financially for many <br />young people. We also believe that we should take advan- <br />tage of the financial aid State and Federal money has avail- <br />able for such a regional voke school. <br />Our committee agreed in principle with most of the <br />Provisions of the draft of the agreement as drawn up by the <br />School Building Assistance Commission. The agreement pro- <br />vides that capital costs for the first year of operation be <br />apportioned among the member towns on the basis of total <br />enrollment in the academic high school in each town. Capital <br />and operating costs for the second and ensuing years would <br />be apportioned according, to each town's percentage of en- <br />rollment in the vocational school. The committee also agreed <br />that each member town should remain responsible for the <br />cost of education of students who enroll in the school but who <br />may later drop out and return to an academic high school. <br />The totals are based on a 4 -year undergraduate pro- <br />gram offering eleven courses plus a 2 -year post -graduate <br />program with four courses. The State would reimburse the <br />region for planning costs, .would pay 40.12% of building and <br />equipping costs and would pay 15% operating costs each year <br />to each town. Architect's fees are 7596 reimburseable by the <br />State. Planning costs are completely reimburseable by the <br />State.All transportation costs are reimburseable. Also <br />
