44 <br /> i <br /> Grievances <br /> If any employee shall feel aggrieved for any reason,he <br /> shall first discuss the matter with his department head, in <br /> a mutual effort to clear up any problems or misunderstand- <br /> ing. If after conference, a satisfactory understanding or <br /> solution of the problem has not been reached, then either <br /> the department head or the employee may take the matter <br /> j to the Board. The Board shall hear employee and depart- <br /> ment head not later than at its next regular meeting, and <br /> the Personnel Board shall decide the matter. There shall <br /> be no discrimination or prejudice by any department head <br /> against any employee who may take a matter to the Board. <br /> Promotion and Transfers <br /> (a) When an employee is promoted to a job with a higher <br /> I rate range, or rate of pay, he shall enter it at the minimum <br /> of the job rate range or at his own rate, whichever is higher, <br /> providing the Personnel Board approves; but in no event <br /> at a rate in excess of the maximum for such a job. The em- <br /> ployee shall have the right to appeal to the Personnel Board <br /> and to be heard thereon, with the Department Head. The <br /> Board shall decide the matter. <br /> (b) If any employee is transferred to a job with a lower <br /> pay range, or rate of pay, he shall enter it at his own rate <br /> or at the maximum rate for the job, whichever is lower, pro- <br /> viding the Personnel Board approves. The employee shall <br /> have the right of appeal to the Personnel Board and to be <br /> heard thereon with the Department Head, and the Personnel <br /> Board shall decide the matter. <br /> New Personnel— Permanent Employment <br /> (a) The hiring rate shall be the minimum of the rate range <br /> of the job for which the new employee is hired, unless other- <br /> wise authorized by the Personnel Board. Department Heads <br /> shall notify the Personnel Board for the approval of the hir- <br /> ing of all new personnel and their hiring rates. <br /> (b) For new regular permanent full time personnel com- <br /> mencing employment at the minimum rate, the first three <br /> months of employment shall be a probationary period, at <br /> the end of which the Personnel Board shall review the em- <br /> ployee's record. <br /> Medical Examinations of Job Applicants—All Employees <br /> Every employee of the Town, in a position coming under <br /> this plan, including reclassification, and after the effective <br /> jdate of this Plan, shall be certified by a practicing physician <br /> I , c <br />
