i, <br /> CHIEF OF POLICE REPORT <br /> Detective Division Report <br /> I was assigned to this section on February 7, 1975, on a part-time basis. <br /> On April 28, 1975, I became full time. With the exception of the month of <br /> January, when I attended the University of Louisville, I have investigated the <br /> 292 breaks reported and most of the other Part I and Part II crimes which <br /> occurred during the year. <br /> During the year, I received 120 complaints from the First District Court <br /> of Barnstable which were processed, except 18 awaiting Court action. There <br /> were 10 complaints disposed of out of court. During this period, I made 15 <br /> arrests. The reason for the small arrest record being that on most complaints, <br /> the perpetrators were summoned to appear in court. Also, I have conducted 8 <br /> Narcotic Investigations of which 26 complaints were taken out in court. <br /> i, <br /> Crime Prevention: <br /> During my stay in Louisville, this was the topic. I learned of methods <br /> i' the average home owner can use to better secure his home. Also an in-depth <br /> study of alarm systems was acquired, all of this information being available <br /> to residents of the Town. <br /> i <br /> Operation Identification: <br /> A program started in 1974 is available to the residents, approximately 25% <br /> of whom are involved. This program is at no expense to the homeowner and <br /> should have 100%involvement. <br /> Suspicious Activities: <br /> The single most helpful activity this department encourages involves a single <br /> telephone call whenever you observe a suspicious person, vehicle or incident <br /> i anywhere in Town. This is a great deterrent to the criminal element. <br /> i <br /> This year I was elected as a member of the Board of the Massachusetts <br /> �- {f Crime Prevention Officers Association and Chairman of the Membership Committee. <br /> I ' <br /> s� Edgar E.
