SECRETARY'S REPORT: Minutes for the meeting held on July 23, 2020 were sent to <br /> members before the meeting. A motion was made by Lisa Meizinger and seconded by Kevin <br /> Shackett to accept the minutes as presented. The motion carried unanimously. <br /> TREASURER'S REPORT, BUDGET UPDATE & YEAR END REPORTS: Mrs. Botsford <br /> distributed the fiscal year 2020 year-end financial statements and reports to all members and <br /> reviewed them. After brief discussion, a motion was made by Richard Halpern and <br /> seconded by Kevin Shackett to accept and certify the Fiscal Year 2020 Year End Financial <br /> Statements, Tenants Accounts Receivables Data, and Top Five Salary report as presented. <br /> The motion carried unanimously. <br /> Mrs. Botsford then reminded the board that the AUP found a small discrepancy in the FY 2019 <br /> Top Five Salary Report and DHCD has asked that the board re-certify the adjusted report. The <br /> report was presented to the board and a motion was made by Lisa Meizinger and seconded by <br /> Kevin Shackett to accept and certify the Fiscal Year 2019 Top Five Salary report as <br /> updated. The motion carried unanimously. <br /> The warrants for signature tonight are for the month of July and August 2020 and total as <br /> follows: For July: $64,412.79 for 4001, $34,411.95 for Asher's Path Apartments, $9,411.66 for <br /> HAP, and $10,585.50 for Great Cove Community. For MRVP: $48,325.00 (which is still a <br /> TD Bank account). For August: $61,255.39 for 4001, $59,914.36 for Asher's Path Apartments, <br /> $9,861.66 for HAP, and $12,037.36 for Great Cove Community. For MRVP: $62,802.00 <br /> (which is still a TD Bank account). <br /> Mrs. Botsford reported that all rents are paid at Asher's Path. There are a few rent delinquencies <br /> at our other developments. We are 100% occupied at all developments. Budget guidelines are <br /> expected to come out with a potential 4% decrease in spending. DHCD will probably issue <br /> guidelines before state finalizes its budget. <br /> A motion was made by Lisa Meizinger and seconded by Kevin Shackett to accept the <br /> Treasurer's Report as presented. The motion carried unanimously. <br /> EXECUTIVE DIRECTOR'S REPORT & UPDATES: <br /> • Mrs. Botsford gave an update on COVID-19 stating that the DHCD calls, which were <br /> originally weekly then went to bi-weekly, are now only going to be held monthly since <br /> there are not many updates or new discussions to have. DHCD is issuing PHNs (Public <br /> Housing Notices) and memos for anything that comes up. We are now processing all <br /> work orders, and we are allowed to schedule inspections, although DHCD wants only a <br /> quick health& safety inspection done to ensure that residents and apartments are all safe. <br /> Mrs. Botsford stated that Mattapoisett and Carver are going to have the discussion at their <br /> October board meetings. Brewster's meeting is next week. Because so much of our staff <br /> works for properties at other housing authorities—and because Mashpee's budget is so <br /> tight—she would recommend waiting to see if the other agencies are willing to contribute <br /> to a Hazzard pay bonus and maybe take it up next month.
