it was decided to table this discussion and any decision until next meeting, to see what
other housing authorities were doing.
• Mrs. Botsford reported that Spectrum has begun its compliance audit for Asher's Path.
This audit is done every three years and, because of COVID, is being done remotely this
time. Mrs. Botsford has scanned everything up to the them and is hoping to have it
wrapped up before her last day.
• Mrs. Botsford stated that all management contracts are all going well. Carver has two
construction jobs about to start so Mrs. Campos will be sitting in on the meetings for
those and Brewster has a large job starting soon. There will be a pre-construction
meeting scheduled for that soon and it makes sense just to have Mrs. Campos attend.
• Mrs. Botsford reported that training is happening now with Mrs. Campos. Mrs. Botsford
stated that she also typed up extensive instructions and schedules and that she'll also just
be a phone call away. Her laptop is set up so that I can access the things she needs to do
the Asher's Path compliance work each month. If there are any glitches, she can reach
out to our IT consultant.
• Moratorium on evictions is up in October. Mrs. Campos will need to be in touch with
attorney about moving forward with a couple.
• Mrs. Campos' contract was approved by DHCD with one exception—no paid day after
Thanksgiving. Since it is in our personnel policy, it was suggested by DHCD that you
just allow Mrs. Campos to take it and give her an additional personal day.
• Mrs. Botsford stated that she has discussed potential reorganization ideas with Mrs.
Campos. The MRVP program representative has been laid off and Mrs. Campos is in the
process of hiring her assistant. She may want to reorganize maintenance as well as
administrative positions, as there are some challenges in that department too.
OLD BUSINESS: NONE
NEW BUSINESS:
a) Mashpee Affordable Housing Trust bank Account: Mrs. Botsford reminded the board
that we have an account at Cape Cod Five that is extremely old, which had been tied to
the housing authority's defunct non-profit,the Mashpee Affordable Housing Trust. Mrs.
Botsford didn't know what the board wanted to do about it, as there are funds in the
account totaling just over $1800.00. A short discussion ensued, and it was decided to try
to find out what the process was for closing out the account and how the remaining funds
could be distributed. Mrs. Botsford stated that she would see if she can find anything out
about it before her last day.
b) Housing Assistance Program termination: Mrs. Botsford stated that she had put this item
on the agenda after discussions with Mrs. Campos. Mrs. Botsford and Mrs. Campos
discussed how this program is extremely time-consuming and with the housing authority
only making $666 per month for an administrative fee, it is a total loss. Especially giving
the fact that Mrs. Campos currently administers most of the program work, she is not
going to have the time to continue it with all of her new responsibilities and it would be
extremely time consuming to have to train a new person to administer it. After a brief
discussion by all, a motion was made by Richard Halpern and seconded by Lisa
Page 3 of 5
