gybrf�`�' vlj <br />F <br />ARTICLE 10 Authorize the Sale of Municipally: -owned Lands <br />Submitted by: Board of Selectmen <br />The Town of Mashpee has some 470 acres of municipal lands it has acquired over the years, some of <br />which could well have substantial value if sold and returned to the tax rolls. To that end, a sub -committee <br />was convened of members of the Board of Selectmen, the Town Manager's Office and representatives of <br />the Departments of Planning, Assessing, Treasurer -Tax Collecting and the Finance Committee to identify <br />properties which the town should consider selling at auction. The sub -committee has identified 20 <br />properties totaling 43.5 acres with a total assessed value of $6.7 million as parcels to be considered <br />for sale. While it is not expected that all 20 parcels will immediately sell, revenues of $2,000,000 are <br />anticipated, which will be available to supplement the FY ' 12 budget, and which could immediately <br />generate some $20,000 in added tax revenues a year and as much as $100,000 when each parcel is <br />developed. <br />Town Meeting approval is requested to authorize the Board of Selectmen to sell certain parcels of town - <br />owned land to generate additional cash for municipal purposes and to set the terms and conditions, <br />including the minimum sale price, for each parcel <br />THE FINANCE COMMITTEE RECOMMENDS TOWN MEETING APPROVAL OF ARTICLE <br />10. Vote: 5-0. <br />ARTICLE 11: Authorize the Transfer, of Lands to Habitat for Humanities <br />Submitted by: Board of Selectmen <br />The Board of Selectmen request Town Meeting approval to transfer title on three parcels previously taken <br />by the town for non-payment of taxes to persons or agencies that would construct affordable homes or <br />apartments. The three parcels are: 9 Park Place, 6 Park Place Way, and 10 Tri-Town Circle. In <br />addition, approval is requested to place deed restrictions on five additional (undersized) parcels as <br />"aggregate lands" which would thus permit the construction of 3 bedroom homes on the 3 parcels. This <br />aggregation of lands is needed to meet the requirements of a "Nitrogen Aggregation Plan" under the MA <br />DEP. <br />THE FINANCE COMMITTEE RECOMMENDS TOWN MEETING APPROVAL OF ARTICLE <br />11. Vote:5-0. <br />ARTICLES 12;15,1718 and 20: Authorize Transfer;to Publi1.c Streets <br />Submitted by: Property Owners of Affected Private Ways <br />The following 5 articles are petitions by residents, whose homes are on what are now private roads, and <br />who are requesting that their streets be accepted as Town of Mashpee public streets. The procedure for <br />accomplishing this is a two step process, each step of which requires the approval by the voters at Town <br />Meeting. Step 1 involves the authorization for the town to prepare the legal description of the streets to <br />be accepted and sets a "not to exceed" amount to complete the task. Step 2 involves the approval of the <br />actual, projected costs to bring the street(s) under consideration to municipal road and drainage <br />construction standards and includes the authorization to bill the affected property owners as "betterment <br />assessments". As a result, all the costs associated with both processes are borne by the residents of <br />the named streets, and there is no immediate impact on municipal expenditures. Once a street is <br />accepted as a town street, any future repairs or resurfacing, as well as, the maintenance of storm water <br />drainage systems become the responsibility of the town's Department of Public Works. The five articles <br />are as follows: <br />*Article 12: (Step 1) "Taurus Drive", "Polaris Drive" (partial), "Gemini Drive" (partial). To <br />appropriate $5,000 from available funds to prepare a plan laying out and defining Taurus Drive, Polaris <br />Drive (partial), Gemini Drive (partial). <br />18 <br />
