1 <br /> 1 <br /> Mr. Connoly explained that at the last meeting they <br /> presented the Board with revised plans and correspondence <br /> from Holmes and McGrath regarding water runoff on lot 13 . <br /> (There was not enough members present at that hearing to <br /> review this new information) . The new plans show runoff <br /> area and a drainage easement. Mr. Connoly also presented <br /> the Board with a letter concerning his opinion on the Back <br /> - Road issue. <br /> Charlie had previously given the Board his comments . He <br /> stated that from his preliminary review with the engineer, <br /> it appears his comments have been addressed but he, will need, <br /> `t more time to look at the drainage impacts on the town owned <br /> land. <br /> . z Tony asked the applicant for a copy of the land court title <br /> which describes the two parcels , so that it can be given to <br /> Town Council to review (for his opinion on the Back Road ' <br /> issue) . , <br /> Mr. Vicarro reviewed the plan changes with the Board. He <br /> stated that they are subtle design changes, they changed <br /> the dimension on some drainage parcels (Charlie was <br /> concerned with erosion) <br /> Tony asked the area of the drainage easement in lot 13? <br /> Mr. Vicarro stated that it is 4 , 874, <br /> Therefore the unburdened area still meets the minimum lot <br /> requirement for a cluster subdivison. <br /> Mr. Vicarro would recommend two additional drainage g easements <br /> on each side of lot 13 for future protection, as per Scot <br /> s p <br /> and the Board's concerns. <br /> Tom asked "who is the easement to? <br /> Mr. Connoly stated the town will have control. <br /> Tom stated that they will have to donate it to the town of <br /> their own free will and it will be part of the special <br /> permit decision. <br /> Tom explained to the applicant that, assuming Back Road is <br /> a private road, then in it 's present condition is not <br /> adequate access to this subdivision. It must be improved .to <br /> provide adequate access, must be brought up to town <br /> ti standard. <br /> ` Mr Connoly suggested that the r applicant might bear the cast <br /> while the town can do the work on the road. <br /> Tony asked how to ensure that the mobile homes are removed <br /> from the open space) ? <br /> Mr. Connoly stated that even after approval , the subdivision <br /> is conditioned upon public water becoming . � lan <br /> available which <br /> will probably be 2-3years . At that time the er ��i-t y�.il. <br /> . triggered creatingp 1 be <br /> the open space and if in the special <br /> permit trailers must be removed then they must be removed <br /> He does not foresee a problem with removing the trailers . <br />
