Meeting scheduled for Monday, july 1 t . It is expected <br /> that two of the Selectmen will not be able to hear this <br /> matter due to issues of ethics as ruled by Town Counsel. . <br /> The Chairman read the following statement into the <br /> Record: "'There is no question that there is- an immediate <br /> and urgent need for development of protective measures for <br /> development of protective measures for the preservation and <br /> restoration of our water resources . In response to this <br /> need, the Planning Board voted -1 on August 1 , 2004 to <br /> pursue a District of Critical Planning Concern nomination <br /> for the entire Town of Pashpee. At that time the Board of <br /> Selectmen declined to co-sponsor the DCPC nomination but <br /> rather voted to support 'the concept of a DCPC" and <br /> encouraged the Planning Board to proceed. Since August 10, <br /> 2004, the proposed nomination has gone through seven <br /> drafts, all of which were made available for comments and <br /> input by all interested and concerned par'tie's . Copies were <br /> made available in the Planning Department and drafts were <br /> also placed on the Planning Department website. All Town <br /> committees and departments were kept advised as the process <br /> moved forward. on May 9, 2005, Draft #7 was released to <br /> the public, municipal departments, and committees ar�d <br /> posted on the Planning Department website. A final public <br /> hearing was held on June 15, 2005 to solicit comments on <br /> Draft V . The Planning Board has thoroughly reviewed and <br /> considered all comments received during the eleven months <br /> of drafting a final n mination form. Throughout this <br /> process the Planning Board has been receptive to <br /> suggestions for viable alternative methods for addressing <br /> our water resource problems. If not a DCPC, then what and <br /> how? Nome have been forthcoming. The Planning Board <br /> believes that a Water -F esou,rce District of Critical <br /> Planning Concern (DCPC) designation will provide a focused, <br /> structured and time-specific basis for exploring solutions <br /> to problems caused by excessive nutrient loading to our <br /> water resources, including measures for the restoration of <br /> our state designated impaired water bodies. Numerous <br /> studies, reports, and current scientific databases are <br /> available that provide a sound basis for the exploration <br /> and development of solutions to our water duality problems . <br /> It is now time to begin the task of crafting effective <br /> implementing regulations and other measures to solve our <br /> water resource problems.
