Mr. Dascomb clarified that traffic mitigation must be used by the Town for traffic <br /> improvements; affordable housing mitigation must be used towards affordable housing; <br /> and 'pen space mitigation is to be used for open space acquisition. <br /> With reference t -the SNRA Map which has been adopted by-the Assembly <br /> Delegates, North Market Street is not located within an SNRA; lust Steeple Street is <br /> designated as SNRA.due to estimated habitat.and potential water supply area. <br /> The Town Planner pointed out that Mashpee Commons has requested that state <br /> change the estimated habitat in terms of potential heritage. Also, the u.nfr g ented Brest <br /> designation has been removed as well. <br /> request is being made to the Assembly of Delegates to revise the SNRA Plan to <br /> delete the East Steeple Street area from the map, which should be addressed within the <br /> next month or so. Mashpee Commons is proposing a donation of property on Great Neck <br /> Road South near the Children's I Museum, which is located within an SNRA and is <br /> adjacent to the Mashpee wildlife Refuge. <br /> (The visual pr sentati n concluded at this point.) <br /> The Chairman thanked the Cape Cod Commission Members for attending.and <br /> making their presentations to the Planning Board. <br /> Mr. Storrs stated that-the proposal and basis for a Development Agreement plan <br /> approval will be the illustrative plan. He is proposing form of the buildings first and use <br /> second, with appropriate parking. <br /> There was some discussion regarding built-in flexibility for market demands. lair. <br /> Neid weicki suggested the possibility of consideration of a sliding scale of development <br /> vs. mitigation or phased in mitigation. <br /> Mr. Storrs feels it is very important to allow for flexibility within the plan; <br /> specificity will be presented as each building is brought forward. He also suggested the <br /> mitigation be phased in. <br /> References were then made to a Plan entitled, "'Mashpee Commons Masterplan, <br /> East Steeple Street&North Market Street Neighborhoods, Mashpee Commons Limited <br /> Partnership, dated December 2009, Mashpee, Massachusetts". <br /> Context Plan—East Steeple Street. <br /> East Stceple Street—Illustrative Plan— Sidewalks have been added along Route <br /> 28 in the buffer area as requested by the Planning Board. The building has been removed <br /> from the setback at East Fountain Street. Garden Street has been eliminated, as-well as <br /> the extra curb cut at Donna's Lane. The power line right of way has been placed on the <br /> plan. <br /> 8 <br />
