f w <br /> Thomas-O'Hara stated he had made an inspection of the property on a rainy day <br /> and lots-80 & 81 are definitely low lying areas, and damp lots. He expressed concern for <br /> the wetness/water table of the lots and whether or not the catch basin in front was <br /> leaching. <br /> Mr. Rowley stated that the catch basin' are solid structures; there are no leaching <br /> basins on the project. <br /> Thomas "Tura stated he feels there would be no nmoff issues of concern for the <br /> abutters. <br /> The Town Planner stated the concern is for the proposed buyer of the lots in tens <br /> f construction and potential problems with the louses. He also asked whether or not the <br /> foundations would be slabs or full basements. <br /> Attorney Losordo responded that Dots 23 and 2 A will be split level slab. The <br /> bottom (concrete) floor will be at the elevations proposed in the Certificate of Release, <br /> the historic high water elevations. <br /> Mr. Rowley referenced the plan and asked for clarification with regard to top of <br /> floor, or top of foundation. <br /> Attorney Losordo replied that the plan refers to top of foundation. Item #4 in the <br /> Certificate of Release indicates where the cellar floor will be located. `Cellar floor or <br /> bottom floor to be located at or 'above elevation 44.31 on Dots,80 and 81 and at or above <br /> elevation 41.03 on Lots 23, 23A., 24 and 92 as said elevations are referenced in said <br /> plans." <br /> Mr. Rowley raised objections to said Condition##4, stating he feels that it is <br /> dangerous-as he does not recommend putting anything below grade in order to avoid the <br /> risk of water getting into the lower elevation. <br /> Thomas O'Hara agreed, stating there is a known water problem in this area and <br /> that construction should be on grade, a split-entrance ranch design, at 45 or 4 -ft. <br /> 11rIr. Rowley cautioned the Board about being careful about suggesting a particular <br /> elevation based on-studies. He stated it is impossible to predict where the grater is going <br /> to be. He also stated this project will be subject to a Title v system, the elevation for <br /> which is unknown. with reference to Dots 23 and,2 A, he suggested a minimum of 4 - <br /> ff.. and should not be any lower. Lots 80 & 81 should be at 50 or o. -ft. <br /> The Town Planner suggest d"both the Plan and Certificate of Release be amended <br /> to reflect"top of slab" and mim*mum of 4 -f . for Lot 23, 23A,, and ; and -ft. f r Lots <br /> o and 81. <br /> 4 <br />
