K <br /> Adequate traffic studies have been conducted for the project. <br /> All streets and drives are to be constructed according to Planning Board <br /> Subdivision and Special Peffnit regulations. <br /> The Town Planner explained that there is an architectural committee in place to <br /> enforce the restrictions of the Zoning ]hoard of Appeals Comprehensive Permit. The <br /> Cape Cod Commission has imposed restrictions for the Commercial component of-the <br /> project. A specified series of plans has been approved, as well as the Architectural Code <br /> dated October 6, 2006, version 8. Also included in the Cape Cod Commission approval <br /> requires that Applicant submit plans for all future buildings containing commercial floor <br /> area to the Mashpee Design review Committee for review and approval prior to the <br /> issuance of any preliminary, partial, or final Certificate of Compliance by the <br /> Commission and Building Permit by the Town of lrlashpee for such building. <br /> Deference was-made to a document from Mir. Rowley dated February 6, 2 007, the <br /> inspection procedure-for the Jobs whitings N ighborhood, which clarifies the phase <br /> inspections to be made by Mr. Rowley on behalf of the Zoning Board of Appeals. <br /> The-Zoning Board of Appeals Comprehensive Permit has addressed the issue o <br /> the subdivision of lots. All lots and buildings in the project will be connected to the <br /> Ilashpee Commons-wastewater treatment plant. <br /> Deference was made to written comments from the Fire Chief, dated February 6, <br /> oo ;and the Building Inspector, dated February 6, 2008, regarding structure setbacks <br /> and required distances, as required in the Commercial Center By-law with reference to <br /> the building and fire codes. A sprinkling system is required by the Fire Department. <br /> The ZoningBy-law references maximum lot coverage, for which this project <br /> allows %. The Town Planner suggested Applicant provide this information. <br /> There was some discussion regarding parking issues, service/delivery locations, <br /> and handicap requirements driven by use. <br /> The Chairman broached the subject of the Storm r ter Management Plan and the <br /> Best Management Practices which includes the use of rain barrels, runoff`being directed <br /> into vegetation for residential properties. She suggested the Applicant consider adopting <br /> stormwater management plan and to use this opportunity to demonstrate concerns <br /> regarding stormwater issues. <br /> Mr. Rowley spoke to difficulties connected with applying Best Management <br /> Practices due to the high degree of impervious cover with this type of development. He <br /> has suggested that the Applicant incorporate Best Management Practices throughout the <br /> project whenever possible, [until detailed plans are,submi tted for a particular phase or <br /> section of the project-it is difficult to determine which practices can be applied. <br /> 8 <br />
