He suggested the process begin in more general terms with regard to the <br /> overall Town,the acceptable scale, impacts and resources on the property. <br /> Thomas O'Hara epresed concern regarding traffic,uses, additional density <br /> issues and wastewater issues. He suggested the street layout be addressed at a later rate, <br /> after the impacts on the abutters has been determined. <br /> Mr. l iedwi c i suggested the Commission would be interested in evaluating the <br /> natural systems up front, and also traffic impacts. The.process culd begin with street <br /> layouts with the same end result; the developer has indicated a willingness t -structure <br /> the process upon the preference of the Planning Board. <br /> The Town Planner commented on the broadissue of zoning as the project area is <br /> zoned Commercial, and the developer intends to construct residential wits. He; <br /> questioned the matter of transfer of development rights,.asking whether or-not the <br /> residential property will be transferred as the Town of Mashpee has to bylaws based <br /> upon transfer. f development rights. He suggested this is-sue be placed upon the table.for <br /> discussion. <br /> Mr. Storrs eplained,that the type of residential being proposed would enable <br /> people to live in Town and Wal k to the vast maj ority of their needs (shopping, <br /> employment, civic-and spiritual) and will produce much less traffic than if this area were <br /> to be developed as commercial. Commercial use draws from an extremely broad area, <br /> whereas this type of residential will result in fewer trips. <br /> Mr. Storrs is suggesting that valuable cornme' rcial laud be do ern-zoned and-be <br /> made less valuable, as he feels.strongly that this is the.right thingito do with this portion <br /> of land, being located in the center of Mashpee. <br /> The Town Planner responded by statig that this is one of the threshold questions <br /> to be-addressed, as the commercial center of Town,Tow much commerial does the <br /> Town need. His concern being this is all of the commercial land left in.Town, suggesting <br /> the possibility of the'Town running out ofcommercial land before its time if the land is <br /> used as residential. <br /> e did however state that the Town would.be looping to the.developer to make <br /> this determination as they will be responsible to rent space-and-to advise the Town on <br /> hover much commercial space is necessary. <br /> 5 <br />
