that will be presented to Mr. Hark, the building inspector. The list concerns
items in the Windsor section and Mayfair section of Stratford Ponds that they
believe are in violation of code. in Windsor, there are numerous areas of
puddling on the roads and grassy areas because the.grades are too high. Some
of the sills on the buildings are too dose to the soil line according to a study that
was completed. They feel the grading throughout the Windsor is especially bad.
There is a sight line behind unit 97 where the-soil has eroded, a lot of puddling,
no fill under the decks, huge holes under the decks,, water pitch is towards the
buildings instead of away from the buildings, to name a few problems. Also, in
the Mayfair section, there are drainage problems behinds units Ill — 104. Ms.
Sneider indicated she has been told construction has begin on the downfall pipe
which the residents are not sure will adequately take care of a severe drainage
problem. Unit 109, during a recent heavy-rainstorm, had water poring in
through the bulkhead and window wells into a finished basement that has been
completely destroyed. They are also concerned about extensive tree cutting
Northland has done behind these units. Of prime concern, are units 151 and 152
which seem to be directly over a pipe that oars from the wastewater #readnent
plant and a leeching field. Ms. Sneider requested the Planning Boards' help with
all these problems, asking Mr. Rowley to help, as he had been so helpful in the
past. The worry is that Keith Moore of Northland will be out by the first few
months of 2002. There are also water problems in units 76 and 78 which appear
to be due to grading. On some buildings,, the sills and shingles actually touch
the ground. The building inspector wilt be asked to come out and inspect the
apparent violations. Mr. Dorgan asked if this was the finish course? Ms. Sneider
sat down with Mr. Moore a couple of weeks and went through a unit by-unit list
of the problems, with a request made of Mr. Moore to get back to Ms. Snelder as
to a resolution. To date,, there has been no response from Mr. Moore. Mr. Brad
Bessey, unit 108 owner, showed the board a purchase and sales agreement
which specifically stated there would be trees in certain locat'ions. Those trees
are gone. Mr. Dorgan asked where the wastewater pipe is going to go? Ms.
Ray, unit 109 owner, spoke with the Board of Health who said that if the pipe is
moved, it must be in compliance. No permit has been applied flor to move the
pipe. Ms. Ray presented pi res to the board showing puddling and interior
damage to her unit. Ms. Sneider stated she had spoken with Mr. Fudala and was
told all permits had been granted. Mr. Fudala said that was from the Planning
Board only, not building permits. Mr. Fudala indicted the DEP has to sign off on
sewer pipe. Mr. Rowley requested Mr. Fudala send a letter to Strafford Roods as
to what is their intention regarding the wastewater pipe. Ms. Sneider requested
Mr. Rowley tall her @ 477-2702 when he visits the property..
■sararrrrrarrrrrearrarrrrrr
2
