Discussion <br /> Applicant: Mashpee Commons Lbd. Partnerhip <br /> Location: Mashpee Commons <br /> Request: Discussion of Status of Mashpee Commons project <br /> The applicant was represented by Doug Storrs and Arnold (Buff) Chase <br /> (President/General Partner). <br /> The applitar�ts pre s ented to the board, an agenda consisting of the fbilowing: <br /> Chronology of Events,, Plan Overview,, Regulatory Review Process. Mr. Storrs <br /> indicated that every Thursday morning @ 9:30 AM represematives of Mashpee <br /> Commons meet with the Cape Cod Commission. Mr. Storrs agreed to present <br /> minutes (which will be taken by the Mashpee Commons represer�tatives) from <br /> the Thursday morning meeting W the Planning Board. <br /> The chronological presentation started in 1962 and went through April 2000. <br /> The plan overview included Project Description, Land Use Desigrkidons, Proposed <br /> Land Uses,, Descriptions of the Neighborhoods,, and Project Benefits. The third <br /> part described the Regulatory Review Process. Mr. Storrs presented the board <br /> with the concept of a Development Agreement Process, which is a joint <br /> agreement with the Massachusetts Executive office of Environmental Affairs <br /> MEPA Unit CWEA"),, the Cape Cod Commission ("=, and the Town of <br /> Mashpee to advance the approvals for the neighborhoods of the Master plan <br /> through ul ry review, Mr. Fudala indicated that the committee (which was <br /> comprised of abutters, Planning Board, Conservation Commission, genera! public, <br /> etic.) which endorsed the plan (by amending the OSID bylaw and Commercial <br /> Center bylaw) induded 18 issues that are to be resolved. Mr. Fudala suggested <br /> the board Took at tfiat list of 18 issues, which Mr. Storrs agreed to provide. The <br /> reason Mr. StDrrs likes the Development Agreement is it's flexibility, The <br /> Development Agreement is negotiated by the Planning Board, sent to the <br /> Select men who can make charges and then it is seat bads to the Planning Board <br /> for changes. Mr. Fudala pointed out that the flexibility is in the process, that <br /> zoning bylaws must stiff be in conformance wfth current regulations. Special <br /> Permits are III required. The Planning Department will ask Selectmen John <br /> Cahalane to be their representative at the meetings with Mashpee Commons. <br /> The Development Agreem en t benefit will be to have joint meetings. Mr. Chase <br /> indicated that some of the issues discussed are wastewater, traffic, and <br /> affordable housing on Cape.Cod and in Mashpee. Mr. Fudala stated the Town <br /> Meeting created an Aftrdable Housing Committee. Affordable housing would be <br /> spread out so as ba not have du rs of rdable housing, but spread it out. <br /> amongst the neighborhoods. Mr. Chase pointed out that one story retai l <br /> buildings look better if Ws two story (with seasonal housing on second floor). <br /> Mr. Storrs shed they feel very strongly that if they put a good plan in place with <br /> good architectural guidelines, good site plan guidelines, then the.development <br /> 2 <br />
