He discusses various issues and hove they relate to this article, i.e., <br /> buffer zones, visibility and traffic flow. Beverly asks whether special permits are <br /> required. Torn responds yes. Dennis questions the 100 foot buffer zone and whether <br /> this affects the lots in question of Fite. 130. Torn explains the grandfather circumstance. . <br /> Chairman asks whether there are any questions/comments from the public. . <br /> Tony Feragarno, ll ashpee resident, inquires about the 100 ft. buffer zone benefits, <br /> specifically mentioning Fetes. 130 and 151. Torn discusses thoroughfares and <br /> restrictions to the layouts of these two roads and includes Fite. 28 and old Bamstable <br /> Road. He mentions the option of variances. Jim suggests wording the article to exclude <br /> anything except industrial parks. Torn says it would be better to simply state the four <br /> specific roads, which are Rtes. 1. , 28, 151 and Old Barnstable Road. <br /> Motion a is made to recommend Article 34, adding Fetes 130,128, 151 and Old Barnstable <br /> Road in place of"any" road. Motion is seconded by Beverly, and carried unanimously. <br /> Torn Fudala requests a short break in the meeting to photocopy zoning maps. Chairman <br /> grants request and there is a short recess. <br /> The meeting reconvenes at 8:15 p.m. <br /> Chairman opens with introduction of Article 2 . Torn Planner explains that the article <br /> proposes to convert two existing C-2 commercial districts to new "limited commercial" <br /> districts and uses ma.p to a pIain overlay-districts. He a plains the difference between <br /> e=1 and C-2 zoning. He talks about Fite. 130 traffic issues and states a recommendation <br /> for down zoning the Mashpee Village area for lower traffic generation. He explains how <br /> the by-law proposal limits traffic flow. Talks about zoning issues in regards to Fite. 13 <br /> and how the opposite side is residential. <br /> Chairman states that the article-Deeps both areas commercial but restricts traffic flog. <br /> Torn explains that the main difference between a C-2 and C-3 zone is not allowing a <br /> Wal-Mart or large retail establishment. <br /> Chairman asks if there are any questions comments. <br />
