He <br /> e pIains how some-perm l# are issued by the Zoning Board and some are issued by the <br /> Planning Board. He goes on to explain how this article would charge who issues certain <br /> permits, an examnple being controversial projects,, of which there have been several <br /> recently. The ZBA has concerns about this. <br /> He yields the floor to Zoning Board Chairman Ed Govoni. He suggests that them should <br /> be an alternate place where residents can appeal. He suggests-that the ZBA and the <br /> Planning Board get together to discuss zoning articles. <br /> Chairman agrees to Mr. Govonl's suggestion and says that the two boards should <br /> consider joining together for the purpose of discussing zoning articles. <br /> Discussion ensues between Mr. Govoni and the Planning Board regarding this idea. <br /> Torn suggests the idea of designing new guidelines for this idea. There is strong <br /> agreement on this. <br /> Jim reads from Massachusetts General Lavers regarding the issuance of special permits. <br /> There is some discussion about the exercise of pow r by the ZBA as granted in the by- <br /> laws. <br /> Nor. Govoni talks about the dangers of taking powers away from the ZBA. Some <br /> discussion ensues. <br /> Toni renews discussion about the overlay districts and the C-2 and C-3 zones and hove <br /> the article can be amended. He names the new separate use that is the fey issue in the <br /> C-3 zone is this "retail establishments which will not generate greater than Soo peak <br /> daily trips per acre of total site area, per day... based on trip generation rates published <br /> by the Institute of Transportation En gineers or other evidence determined by the <br /> Planning Board." Discussion ensues about trip generation. Torn continues reading <br /> through the article. In light of earner discussion, he suggests changing the wording in <br /> subsections 4 and 6 which would replace "Planning Board' with "special permit granting <br /> authority." <br /> ,Jinn has questions about live theaters and wants to know r if anything in regard to live <br /> concerts, theaters, movie houses be affected. Tour assures that these areas would not <br /> be affected. <br /> Chairman asks if there are any comments, questions from the public. <br />
