i
` Ab
boards and agencies that review new development ar e capable of
insuring that such growth will not adversely affect the townis :!
environmental resources. The vast majority of new residential or
mixed-use developments will be reviewed and will need approval at
Cape Cad Commission s ion Pp
the p (CCC) level as well as at the Town level. ;-
The CCC has the ability to assess impact fees which address r, : ,•;,
economic and environmental issues to insure that there will be no
net negative impact , from new growth. Further, b limiting in the .
total building permits s to y g t g p 6o per year, a dramatic reduction from ; ,.,r
past years, the Town will experience a supply
 P pP yand demand
imbalance that will artificially inflate housing values and
eliminate the potential for affordable housing options.
Secondly, the Article I s premise is to "have time to plan '` 0Jil'
effectively by studying the effects of residential growth on the
Town Is character, natural resources and natural environment" . As 14
the Planning Board is acutely aware, the Town has just completed
a multi-year process of crafting and endorsing a Local °
Comprehensive Plan. This plan was subsequently approved by a -A'
majority of the votes in Mashpee and endorsed by the CCC. This
plan studies the of fects of growth in great detail and provided a
blueprint for the orderly growth of our community. New
residential growth has provided job growth and an increase in tax
revenue while being highly regulated hi hl re ulate and controlled by the
existing growth management bylaw. This Petition Article would of
create a significant economic disruption in our community by ;: 1
virtue of a dramatic reduction in housingwhile doing little,e, if t4,
anything, to improve the natural environment. Improvements s to 'f
p
the "natural environment" are more readily achieved by placing ,
g an
increased focus on existing developments and previously approved
projects, particularly their waste s.y disposal systems. New growth
impacts
..
planned appropriately, can result in positive fiscal m
p :
while insuring that there is no negative impact upon the , t
environment. The controls are
currently In place to meet the
stated goals of Article 37 as submitted. I encourage the Board .
to continue with the logical and sensible current planning
process with the support of existingregulation and the guidance '' E
of the g
Local Comprehensive Plan and vote against the endorsement
of this amendment. t'
v The Chairman recognized Mr. Storrs, who stated he feels the
concerns of the Article are valid, however he does not feel the '
,s.TAB
Article will necessarily address said concerns. He also stated
his concerns for land use/residential use, the reduction of '
building permits to 60 all beinginappropriate .;Town planning.
f
Mr. Storrs feels that had this been a valid Town concern, it ;
would have been addressed within the Local Comprehensive Plan.,
He state p
d that he feels it is inappropriate to address the issue
Of growth control by means of a petition article.
s f
James Dorgan inquired as to how the statistics mentioned
wltll
n the petition article had been calculated.
i}
f 04
4P ,.,
