Al <br /> Special Permit: opened at 8:35 PM <br /> Applicant: Northland Residential/Jack Dawley _ <br /> Location: Stratford Ponds,Route 130 <br /> Request: Review and approval of engineering plans for Stratford Ridge <br /> neighborhood. Continued from October 20, 1999 <br /> Keith Moore,Northland Residential representative. Re: C. Rowley letters dated <br /> 1016199, 10/13/9% 11/3/99. Mr. Moore's presentation brought the board u to date <br /> p p <br /> since the last meeting. They have incorporated and answered comments from Mr. <br /> Rowley's 1016199 and 10/18/99 letters which was given to Mr. Rowley. Mr. Rowley <br /> then followed up with an 11/3/99 comments letter with regard to the sewer and the <br /> access to the wastewater treatment plant. The sanitary sewer location and grades as they <br /> appear on the plans are satisfactory. The wastewater treatment plant road will be <br /> brought in through Stratford Ridge which is currently under construction. The wearing <br /> surface will be asphalt due to the steep road gradient with catch basins at the bottom of <br /> the slope in place of swales which are shown on the plan. Mr. Malone questioned Mr. <br /> Moore as to whether he had spoken with owners of units 104 and 105? Mr. Moore k <br /> indicated that he had spoken with these residents by holding a meeting with all abutters. <br /> A letter from the residents dated 1111199 requested the board approve the road through <br /> Stratford Ridge was forwarded to the Town Planner. Mr. Malone then questioned <br /> where the entrance to the wastewater treatment plant was located? Mr. Moore indicated <br /> that there were in fact two doors with landscaping around the building. Another issue <br /> that was raised was to have a location that would allow a vehicle to turn around; a turn- <br /> around was added. There is a natural slope with berm on each side with rain spilloff at <br /> the end at the low point. A catch basin was suggested; however, Mr. Rowley suggested °T <br /> a site visit as the catch basins are not easy to install. Mr. Kuchinski suggested that <br /> manholes be installed in the sewer line at the junctions to be able to clean when <br /> necessary. Mr. Moore indicated that would be no problem to add manholes. Mr. <br /> Kuchinski mentioned the language in the Stratford Ponds Special Permit relative to <br /> Condition#24. Mr. Fudala read Condition#24 which states no construction or site <br /> development shall take place other than as shown on the approved site plan; should the ti <br /> applicant or successor propose any change from the approved site plan, plans for such <br /> change shall be submitted to the Planning Board which will determine at a public <br /> meeting whether the changes are significant or warrant additional board review and <br /> action or Public Hearings for revision of the Special Permit. The decision has to be <br /> made by the board as to whether or not a public hearing is required. Previously, the , <br /> board had determined that Stratford Ridge did not require a public hearing. The only <br /> new issue is the access road to the wastewater treatment plant. This road does not <br /> require a public hearin .
