Mr. Moore replied the road will be <br /> tree-lined, probably only used about once a month or less. Mr. Kuchinski stated <br /> Stratford Ridge could balance with the clearing area. The observation was made that <br /> there will be no net woodland. Mr. Fudala would like the clearing line on site plan. It <br /> was decided that this is in substantial compliance with condition#24. <br /> Public Comment: John O'Connor,Unit 94. A meeting was held and everyone <br /> approves of the new access road. Mr. Fudala presented another letter from Stratford <br /> Ridge with one outstanding issue to be discussed; i.e., the Walking Trail. Mr. Moore <br /> responded that work has started but is not yet completed. Northland's position is that in <br /> good faith they understand it's a condition of the Special Permit; work is ongoing with <br /> an initial cutting and a site walk planned with Mr. Fudala. Mr. Fudala stated that there <br /> were really two parts to the completion, the second one being the trail has been <br /> relocated but there is no new easement. The walking trail should be relocated and <br /> shown on the plan. Mr. Kuchinski requested a schedule for the walking trail with <br /> assurances of completion. The schedule would be reinforced with a cash bond posted <br /> with the Treasurer(including the plan revisions). The bond should be as a Cash Bond <br /> in a passbook Savings. The bond is returned when the trail is completed. The length of <br /> the walking trail will likely be a mile or less. The board will approve with conditions as F; <br /> stated in C. Rowley's letter dated 11/3/99,manholes in the sewer lines at junctions, <br /> ! <br /> clearing limit line revised with no net tree removal per condition#24, and a cash bond . <br /> with schedule of$10K.
