Fudala were present at this <br /> meeting). Preliminary engineering work has been done; Willowbend feels that it will not <br /> be a problem to tie Cotuit Bay Condos into their wastewater treatment facility. DEP also <br /> feels there are no problems with that. ' <br /> Tonight,Mr. McElhinney wanted to talk about another open space issue. 1\4s. Peggy <br /> Fantasi will speak to the board about wetland delineation that has occurred. Ms. Fantasi ' <br /> with an RDA from the Conservation Commission(CC)which will show clearly the areas <br /> of overlap of Willowbend's plan on jurisdictional areas of the CC. Also,a representative <br /> from VHB will speak on the wildlife study assessment that was conducted several weeks <br /> ago. Mr. McElhinney presented to the board, documents showing work that has been <br /> completed on nitrate loading calculations since the last board meeting. Mr. McElhinney <br /> also submitted to the board, a written summary of the presentation completed by Mitch <br /> Mulholland with reference to the status of the archaeological survey. Question from.Mr. <br /> Malone: when was Willowbend's last communication with the tribal council. Response <br /> from Mr. McElhinney: this week to set up another meeting for negotiations. Question <br /> from Ms. Kane: what is the current status with the Cape Cod Commission(CCC)review. <br /> Response from Mr. McElhinney: there is a jurisdictional hearing scheduled for 1 218199 <br /> as a public hearing. At this point,Mr. bandy Hart, Transportation Project Manager, <br /> VHB: presentation is in response to the Planning Board's request for a supplemental f <br /> analysis that is Willowbend specific. First,membership consisting of social, charter, and <br /> recreational, Also, looked at how people within Willowbend are actually members of <br /> •Y <br /> Willowbend. The study included operational conditions in the summer season. Finally, <br /> they looked at traffic volumes on a typical summer day(August 1999). Based on their 4 <br /> evaluation,Mr. Hart has determined trip generation, associated with the golf course <br /> component, is substantially less than that identified by 1TE by about 1/4. The residential <br /> component is even less,just under the golf course generation rate identified by ITE. <br /> These results are identical to traffic study completed early in November 1999. The <br /> concern about Orchard Rd was also an issue. VHB went to Orchard Rd.,using a seasonal <br /> adjustment,the increase was about 30%from the November evaluation. After the <br /> adjustment was made, VHB did some operational analysis(unsignalized condition): left <br /> are difficult,but will exist anyway because of the heavy traffic on Rte. 28. Mr. Dorgan 1 <br /> expressed surprise that Willowbend study show zero(0) impact. Mr. Hart responded that ` <br /> VHB used some judgment calls. VHB still feels there is no substantial impact. Mr. <br /> McElhinney stated that Willowbend has an obligation,under the Special Permit,to pay <br /> 50%of the redesign for Sampsons Mill Rd. Mr. Fudala stated that that condition was <br /> extended to 20021 but questionable as to whether or not it will be completed because of <br /> town opposition. Mr. Hart wanted to the board to know that any estimate is conservative. <br /> Question from Mr. Fudala to Mr. Hart: in the text of the memo VHB calculated a <br /> Willowbend specific residential trip generation,but in the actual tables 1TE residential <br /> numbers are used. Mr. Hart responded the numbers are similar; he has backup data. Mr. ' r <br /> Fudala responded that peaks are different even though data is the same. Mr. Hart replied - <br /> that VHB backed into the numbers. The question was raised as to how other <br /> memberships are factored in. Mr. Hart's response was they are built in.
