Mr. Fudala wondered how many new <br /> memberships are from outside? <br /> Charles Rowley, Consulting Engineer, arrived at 7:20 PM <br /> Mr. Fudala thought the memberships were residents only. Outside memberships would ::F <br /> require a zoning change. Mr. McElhinney thought the outside membership fell under <br /> modification#1 of the Special Permit. Mr. Fudala asked to see the allocation of trips for <br /> the various routes. Mr. Hart responded that was included in the November 1999 <br /> submission. There were no Public Questions. <br /> Ms. Peggy Fantasi, wetland Resources, responding to an RDA from the CC. The areas <br /> shown in the presentation are the result of a month and a half of flagging and field work <br /> with checks by consultants from the CC. Resource areas approved by the state and <br /> bylaws include salt marsh with buffer, wetland, and coastal bank. Issue not resolved is <br /> what constitutes riverfront. willowbend will be going back to the CC for any approvals <br /> needed, including the 100' buffer. There are no structures being built in the 100' buffer. <br /> Chairman, John Kuchinski, arrived @ 7:2S PM <br /> J <br /> These plans are still conceptual. There were no public questions. Mr. McElWnney <br /> passed around a blowup of the plan. The state Wetlands Act requires 200' setback; . <br /> Mashpee CC measures differently. Question from Mr. Balzarini inquired as to what the <br /> Mashpee CC has determined to be the river. Ms. Fanta.si stated that no determination has <br /> been made as to what is a river(river vs. Stream). Mr. Fudala asked when it would start. <br /> Answer when the permitting process is started. The Mashpee CC process takes 3 to 4 <br /> months of monitoring; the jurisdictional issue is under U EPA.. <br /> Public Question: Mr. Tony Analetto, abutter. which is Quaker Run and which is Santuit <br /> River? Ms. Fantasi stated the Santuit River not near the project. It's allQuaker Run. <br /> p J <br /> Mr.Analetto responded that the state law is 200' for rivers and should not be changed <br /> (under a grandfather clause). Ms. Fantasi indicated that the plan is sensitive to state and <br /> town laws. Mr. Analetto asked if there will be building within 100' of Quaker Run. Ms. <br /> Fantasi stated,that at this point, using the state definition of a river,there will be no <br /> development using a scale equal to I to 50. Ms. Fantasi cannot answer the questions <br /> directly since this is a CC question. Mr. Fudala replied the CC will need to decide the <br /> issue of 100' vs. 200'. Mr. McElhinney responded the under a condition of the Special <br /> Permit,the CC would have jurisdiction and work cannot be done without prior approval. <br /> Mr. Kuchinski asked about the CCC status. Mr. McElhinney replied there was a public <br /> hearing scheduled 12I8199. No further public questions. <br /> Delia Faye, wildlife Biologist, VHB habitat evaluation. On October 15 and 21, 1999, a <br /> wildlife evaluation in accordance with CCC gwdelines. Ms. Kaye and one other <br /> biologist went to the site and identified the following: <br /> r <br />
