[upon <br /> Planning Board and Conservation Commission approval, <br /> Applicant will determine where construction will kei.n.. At <br /> this point Planning Board approval of the construction plan <br /> will be required. <br /> John Halachis expressed concern regarding the density <br /> aspect of Phase III, especially the proximity to the water. <br /> Attorney Dunning responded that in the 1 ' s both the <br /> Planning Board and the Zoning Board of Appeals approved the <br /> delineations for Phase III for a certain number of units . <br /> Phases I and II had been approved for 4 9 -unrits as <br /> constructed and as presently exist on the ground. <br /> Attorney Dunning reminded the Board that 13-acres of <br /> land have been donated to the Torn for open space purposes, <br /> which impacted the project . <br /> The Chairman noted that dine to the -density of this <br /> phase -and the fact that construction will take place around <br /> the pond, she requested that eery effort be made to comply <br /> with Best Management Practices with regard to story water <br /> runoff and treatment. She also suggested that Applicant <br /> agree to a stipulation for the exclusive use of organic <br /> fertilizers for this aspect of the project. She expressed <br /> concern for developmental impacts to the body of water. <br /> Mr. Bonvie informed the Board that he has agreed with <br /> r. Rowley to deal with these issues of concern to <br /> standard that may not have existed at the time the Special <br /> Pe-rmi t was approved. <br /> Mr. Rowley agreed with this t-atement and suggested <br /> that as phases are reviewed it may be evident that impacts <br /> to certain areas may be reduced by collecting smaller <br /> portions of water at shorter intervals. <br /> The Town Planner noted that at this point there- are no <br /> landscape plans.
