Public Nearing <br />Cotuit Equitable Housing LLC-N'Oisy Hole load <br />Modification of Definitive Subdivision Plan for Noisy Hole Road <br />Related to Cotuit Meadows 40B Project <br />The appointed hour having arrived the Chairman read the Public Hearing notice <br />into the record and called the Public Tearing to order. <br />The Chairman then made reference to a letter from the Consulting Engineer dated <br />October 3, 2007. She then recognized Matthew Eddy, Baxter Nye Engineering <br />Surveying, representing the Applicant. <br />Mr. Eddy explained the request before the Board is a modification of a prior road <br />created by Definitive Subdivision PI an of Land for Leonard Trust, dated July 19 7 1, <br />recorded in Book 29 Page 4. Applicant is proposing to reconstruct. or re -improve <br />Noisy Tole Road. The project is Cotuit Meadows which is located in l amstable. The <br />only portion of said project that falls with the Town of M shpee is the easterly side of <br />Noisy Hole Road which is an ancient Town way located at the Town line. <br />The road was built as a subdivision road in the 19 o's, but has not been <br />maintained and its 'current condition is fairly dilapidated. The entrance to Shell Back <br />Place, a commercial property to the left-hand side of Noisy Hole Road, has been paved <br />and maintained. However, there a further portions of the road that have paving but also is <br />in disrepair and has not been maintained. <br />References were then made to the Flan in Profile of Noisy Hole road that is to be <br />modified, the right of moray on Noisy Mole Road that is currently recorded as the 40- t. <br />right of way. A 1 -ft. extension of the right of way has been proposed and recorded <br />through the Barnstable subdivision process, and is now a o-f. right of way. Applicant is <br />proposing the road is to be reconstructed in compliance with the Mashpee Subdivision <br />Regulations and will be centered within the right of moray. <br />Applicant has made are agreement with the Town of liashpee to pave the end of <br />Noisy Hole road, past the entrance to the project and to the end of the property. An <br />asphalt overlay and repair of pot. holes will be made. <br />The Chairman asked the length of the road under discussion. <br />Mr. Eddy responded, the length to be fully improved is approximately Too-ft. and <br />there remains are additional - - t. beyond. He reiterated that the Applicant has <br />agreed to repair the portion of the road and pave to 11-ff. wide wherever there is existing <br />paving in good condition, and a 1-inch asphalt overlay over existing substantial <br />pavement. The road will be reconstructed in those areas where the road is completely <br />dilapidated providing there is a 6-in gravel base, and 2 12 —inch asphalt per Subdivision <br />Regulations. This portion of the road will be brought to 1 -ft.nd repaired as necessary. <br />
