Public Nearing Cotuit Equitable Housing LLC-N'Oisy Hole load Modification of Definitive Subdivision Plan for Noisy Hole Road Related to Cotuit Meadows 40B Project The appointed hour having arrived the Chairman read the Public Hearing notice into the record and called the Public Tearing to order. The Chairman then made reference to a letter from the Consulting Engineer dated October 3, 2007. She then recognized Matthew Eddy, Baxter Nye Engineering Surveying, representing the Applicant. Mr. Eddy explained the request before the Board is a modification of a prior road created by Definitive Subdivision PI an of Land for Leonard Trust, dated July 19 7 1, recorded in Book 29 Page 4. Applicant is proposing to reconstruct. or re -improve Noisy Tole Road. The project is Cotuit Meadows which is located in l amstable. The only portion of said project that falls with the Town of M shpee is the easterly side of Noisy Hole Road which is an ancient Town way located at the Town line. The road was built as a subdivision road in the 19 o's, but has not been maintained and its 'current condition is fairly dilapidated. The entrance to Shell Back Place, a commercial property to the left-hand side of Noisy Hole Road, has been paved and maintained. However, there a further portions of the road that have paving but also is in disrepair and has not been maintained. References were then made to the Flan in Profile of Noisy Hole road that is to be modified, the right of moray on Noisy Mole Road that is currently recorded as the 40- t. right of way. A 1 -ft. extension of the right of way has been proposed and recorded through the Barnstable subdivision process, and is now a o-f. right of way. Applicant is proposing the road is to be reconstructed in compliance with the Mashpee Subdivision Regulations and will be centered within the right of moray. Applicant has made are agreement with the Town of liashpee to pave the end of Noisy Hole road, past the entrance to the project and to the end of the property. An asphalt overlay and repair of pot. holes will be made. The Chairman asked the length of the road under discussion. Mr. Eddy responded, the length to be fully improved is approximately Too-ft. and there remains are additional - - t. beyond. He reiterated that the Applicant has agreed to repair the portion of the road and pave to 11-ff. wide wherever there is existing paving in good condition, and a 1-inch asphalt overlay over existing substantial pavement. The road will be reconstructed in those areas where the road is completely dilapidated providing there is a 6-in gravel base, and 2 12 —inch asphalt per Subdivision Regulations. This portion of the road will be brought to 1 -ft.nd repaired as necessary.
