The Town Planner explained that originally a full intersection was proposed, but <br />due to the potential of signali ation of the Noisy Hole Road intersection, this is where <br />access was focused. The Ctuit Fire District required access. <br />Mr. Eddy stated a traffic study has been completed and the Applicant has begun <br />the process of signali ation of the intersection. <br />Mr. Rowley mentioned the potential for traffic to back up due to traffic on Route <br />, that there should be a right -turn out onto Route 28, as well as the incorporation of a <br />acceleration lane. <br />Mr. Eddy commented that because there is going to be a signalized intersection as <br />part of the comprehensive permit approval, there will be turning lams, lights, additional <br />land, and modifications to the plan where Noisy Hole load intersects -with Route 28 <br />when the signal is designed. <br />Applicant is currently working on phasc oneof-the project which is 0-lots to b <br />developed ovcr the next three gears. <br />Mr. Rowley suggested the Board consider some type of phasing Frith regard to the <br />construction and improvements to Noisy Hole Road, as it is located within the Town of <br />Mashpee. <br />s stated earlier, Mr. Rowley has made a reconnendation for the construction of <br />sidewalks. <br />There. were comments regarding the right -turn lane., the street sign, and suggestion <br />that Mass. Highway be made aware of the fact of how much traffic will be going through <br />the intersection. Traffic devices such as stop signs should be shown on the plan. <br />There were no details provided for the construction of the connection of the <br />entrance into Shellback Place, offof Noisy Hofe Road. <br />Mr. Rowley also requested additional details on the detail sheet such as <br />construction ofthe castings on structures, and the .inst llati n of anti-ciphen devices in <br />the catch basins. The majority of the inspections will be made by the Town of Barnstable <br />Engineering Department. Mr. Rowley will be responsible to inspect the structures and <br />pipe installations. <br />Mr. Eddy agreed to discuss these matters with the Applicant and report back to <br />the Planning Board at a later date. He also suggested he discuss the potential phasing <br />with the Town planner and the Consulting Engineer and to agree on condition language <br />for the proposed modification of Noisy Dole load. <br />The Chairman inquired as to the stags of the curb cut application. <br />31 <br />
