. r
lot, t-aping lot, house, driveway and septic system size and
location into consideration.
Overview - Sewer Commission Progression
The Town Planner explained that a facilities plan i
prepared, a decision is made as to which facility is to be
constructed first and request for funding is made at Town
Meeting. It has become very difficult to receive
government funding for these projects .
The advantage to requesting funds from the dater
District is that there is no other competition for monies.
The only issue would be an allowance for sewer related
issues .
Another issue of concern being possible billing
complications . The tax assessments for the Water District
are provided by the Assessors' office.
The Sewer ommi s-s ion was established to construct a
municipal sewer system. There is also the possibility of
assuming and expanding existing private systems such as
illowbend and Windchim'e as written in their Special
Permits.
The Facilities Plan is a D I, MEPA filing, with an
eighteen-month time line.
There are a total o:f eight private surer systems in
ashpee. [ illowbend has already begun to tie cotuit Day
Condominiums into their project. The Mashpee commons
system is the most important private system for the Town to
assume due to the location and potential for expansion.
The Chairman volunteered to contact a few towns i-
order to obtain a copy of their stormwater management
zoning bylaw.
The Town Planner is to contact the cape Cod Commission
regarding clearing limits.
There was some discussion. regarding the enforcement
aspect of creating new regulations and shouid be considered
as a factor. Perhaps some of the existing regulations
should be reviewed and possibly changed if they are -not
being enforced.
10
