i • John Halachis asked if DEP has expressed their support in writing. Attorney Schaeffer responded "'no" that the DEP- has expressed reluctance in becomin'g involved with local matters. They .are sensitive t-o Planning Board jurisdiction . The Chairman expressed her preference for DEP support of the proposed relocation in writing. Dennis Balzarini asked about possible contamination o Coombs Pond and the mounding conditions . Mr. Donahoe stated he is not concerned, if the rain is uniform the groundwater flow charts will remain the same. The soil conditions are extremely sandy. All indications show that everything flows in a southerly direction. Dennis Balrini inquired about the wetlands Act . Mr. Donahoe stated the old flags have been napped on the plan, 'and that the leachinIg field will be located outside of t-he 100-ft . buffer zone, including a-ll work areas . There will be a small 10-ft . wide construction easement used for construction access to the site which i also located outside of the loo- t . buffer zone. wetlands permit will not be required'. The Assistant Town Planner informed the Board that he has spoken with the Conservation Agent who is satisfied that the wetlands appear to be as represented on the plan. Mr. Rowley asked about the accuracy of the Zone II map. He asked about the possibility of the line between the two ponds floating east to west to a degree that it would affect the calculations. He asked about a subsurface hydraulic dividing line 'indicating the groundwater to the west of the lime roves to the west, and the groundwater to the right mores to the east . Mr. Donahoe indicated the dividing lime is extremely minute., the Zone II model is very con- servative based upon DEP standards. The general locations on either side, based upon wells that have been placed for the project, contibue to support a direct northsout-h flow. 5
