The Town Planner recalled that at this time in <br /> question there was flooding across the constructed road as <br /> well as the unbuilt portion of the road between the two <br /> lots and that the drainage conditions appeared to be <br /> combination of water table and runoff. An engineering <br /> solution was never made in this regard. He commented these <br /> conditions may originate from the Quaker Run valley, noting <br /> the difference in geology, and continues to Waeby Pond. <br /> The consulting Engineer recalled that at the time, the <br /> flood water conditions did .not subside, but rather remained <br /> are issue of concern for a number of days . He mentioned his <br /> concerns for the information provided by the Applicant in <br /> that it appears to him that there is a dramatic adjustment <br /> taping place within the water table as indicated by the <br /> elevation test results . He suggested the maximum high { <br /> ground water lever would have to be determined prior to an <br /> approval from the Board of Health for a septic system. H <br /> stated there is a method of calculating the high ground <br /> water based upon levels recorded 'within certain monitoring <br /> wells- throughout the State during certain times of the <br /> year, as well as historical record information. Also, <br /> because the- entire area in question was flooded at one <br /> point indicates the possibility of repeat conditions at <br /> some point. He stressed the potential for flooding <br /> conditions in the event said lots are released and built <br /> upon, with special consideration to displacing ground that <br /> would have drained the water and would now be routed to <br /> sorneone else' s property. <br /> Ir. Rowley agreed that perhaps the conditions were not <br /> caused by one particular storm, bu-t rather an event over <br /> long time period and may be directly related to the <br /> elevation of the ponds . He also suggested that modeling in <br /> the soil be indicated in any future testing as this would <br /> indicate extremely high ground water elevations. <br /> It was agreed that more involved and detailed <br /> information is needed, and that Applicant should appear <br /> before the Board at a future date. <br /> Request for Release of Performance Guarantee <br /> Holly Management ent - Windchime Point <br /> The Chairman stepped down from this matter and left <br /> the Meeting Room in order to avoid any possible conflict of <br /> 12 <br />
