Richard P.Joyal,Jr. 19 Brentwood Ln. <br /> Vice President and Limited Partner Yarmouthp t MA 02675 <br /> r Tel/Fax (508)362-7791 <br /> e-mail:joyahi@aol.com <br /> .®AAC®®.®A)Nw#14P <br /> VERIMALBEAL,..STAYED/V1SJON ww=TowQLtvdopm t s,&-Acguidtronend[esdgq f4wryiundWs c� ..lCoattructioa&z.;lq <br /> MEMORANDUM <br /> Personal and Confidential <br /> TO: Subcommitee Members <br /> Mr.Robert Deane <br /> Mr.Robert Randolph <br /> Mr. Alan Platt <br /> Mr.Ernest Virgilio <br /> FROM: Richard P.Joyal, Jr. <br /> DATE: August 30th,.2002 <br /> RE: Mashpee Tower Position Paper-DRI and RPP <br /> Dear Respected Committee Members, <br /> I wanted to take this opportunity to thank you for your professionalism and diligence towards my proposed <br /> Telecommunications tower project in Mashpee After listening to your concerns and additionally,listening ro <br /> misinformation being perpetuated ro you by a competing company,I feel compelled to address those same issues.It is <br /> not my jntrnt to derogate the competition as that has never begat my focus.It is however,my desire In proyide you with <br /> reinforced factual information on which a final recommendation can be rendered. <br /> Abslrect <br /> The Mashpee tower located off of 90-100 Echo Rd.was filed with the town of Mashpee first,prior to any other <br /> propospd rower.Through a local planning department decision,another tpwer wasallowrd to beput on the planning <br /> board agenda for a DRI referral after the filing deadline.Through extensive due diligence,work ethic and contact with <br /> staff this project application was deemed complete prior to any other proposed tower project in Mashpee.As a result of <br /> this fact,this rower project was heard first by the subcommittee listed above,which in this unusual circumstance,is very <br /> relevant. <br /> After meeting informally with staff prior to the start of the DRI process,many positive comments were made concerning <br /> the attributes of this project,at this location.Those positive comments include but are not limited to;use of an existing <br /> industrial application thus eliminating the need for extensive clearing of raw land.Staff also noted the proximity of the <br /> tower in relation to the building was not an issue since the intent of the"fallzone"is to maintain control of the subject <br /> property on which the tower will be located.That is to say that the tower must not present an issue to an abutting <br /> property or building in the unlikely event of a failure- which this tower complies with in total.The staff also liked the <br /> fact that the tower was in terms of linear distance further away from Rte 130 and corresponding neighborhoods.Staff <br /> finally commented on using an existing building to house the equipment shelters was creative and advantageous as a <br /> new building would not be required.In summary,many positive comments were noted concerning the location and <br /> scope of the project as a whole. <br /> Proiect Scone-RPP and Technical Bufledn 97-001 <br /> The project in total meets all the requirements of the RPP and technical bulletin.Minor conditions have been denoted by <br /> staff as seen in the subcommittee report dated August 9'b-;conditions that I find very reasonable.Specifically,the <br /> following technical bulletin requirements 97-001 and the Regional Policy Flan have been met <br />
