He raised objections to the Town <br /> Planner presenting this Article. <br /> The Chairman recognized the previous speaker' s opposition, <br /> explaining he would have -an opportunity to speak further at the <br /> appropriate time. <br /> The Chairman determined that the Town Planner, representing <br /> the Planning Department of the Town has an obligation to explain <br /> the Article for the benefit of those citizens present at the <br /> meeting. <br /> Attorney Dunning expressed concern that the Town Planner <br /> would impose a particular interpretation upon the Article which <br /> is not warranted for a Petition Article. <br /> The Chairman reiterated Attorney Dunning would be provided <br /> an opportunity to respond. <br /> Richard Terry, having been recognized by the Chairman, <br /> agreed with the previous speaker, stating he feels it i <br /> incorrect for the Town Planner to comment. <br /> There being comments made from the audience, the Chairman <br /> found it necessary to restore order to the Meeting.. She then <br /> Ruled, despite objection, that the Town Planner not only has <br /> the right, but the opportunity and obligation to review this <br /> Article and to do so without any further interruption. <br /> The Town Planner proceeded to explain the Article which <br /> proposes to eliminate two zoning districts, overlay districts. <br /> Prime Center, Route 281 Donnars Lane and Great Neck load South, <br /> CI-SV overlay districts created in the early l ' s alloying <br /> owners of those properties to choose a slightly different set <br /> of rules than is required of basic C-1 zoning. This Article <br /> would eliminate said different set of rules . [upon el i.='nat ion <br /> of the two overlay districts, zoning would return to C-1 zoning. <br /> Deletion of Section 174-16 relates to that section of the <br /> By-law which provides said optional rules for Cl- v and C10 <br /> districts. <br /> Section 174-24CI would require all Special Permits in the <br /> C-3 zone, as well as the area surrounding Town Hall, to be issued <br /> by the Planning Board rather than the Zoning Board of Appeals. <br /> Section 174-25 is the Table of uses, approximately ten to <br /> pages which lists each allowed use(s) by zoning district . The <br /> majority of sections upcoming in this Article Mould change the <br /> Table by elimination of -1, I- v zones; and providing a co' lumn <br /> for the proposed new C-3 district. <br /> There are a series of uses allowed within the C-3 district <br /> �5_ <br />
